answer text <p>The Government is providing £1.3m funding for the Big Energy Saving Network programme and Big Energy Saving Week campaign this winter. The Big Energy Saving Network funds third sector organisations and community groups, to support vulnerable consumers so they can switch and save. With around £4m funding from Government the Network has reached over vulnerable 450,000 consumers in the last four years and we aim to reach a further 100,000 this winter.</p><p> </p><p>The Industry Initiative element of Governments’ Warm Home Discount scheme provides services funded by energy suppliers. £19.4m was spent in 2016/17 on activities to support consumers, which provided help to reduce and manage energy debts, helping consumers find additional benefits and sources of income to pay for their energy.</p><p> </p><p>Recognising the value of local expertise in tackling fuel poverty Government also commissioned Cornwall Council to produce two toolkits. The toolkits share best practice in establishing support to tackle fuel poverty and in making ‘cold home referrals’ with the health sector. The toolkits have recently been published on the Citizens Advice website.</p><p> </p><p>In addition, the Energy Company Obligation, which requires the installation of energy efficiency measures in homes, includes an element which obligated suppliers can deliver in partnership with local authorities and other local organisations.</p><p> </p>

answer text <p>Health services in prisons are commissioned by NHS England who are responsible for making assessments of the current provision of mental health assessments and treatment in the prison systems in England. In Wales health is devolved to the Welsh Government where separate arrangements are made for assessment.</p><p> </p><p>We take mental health provision very seriously and are committed to working closely with health partners in England and Wales to ensure that offenders are able to access the treatment and support required for their mental health needs.</p><p> </p><p>We recognise the importance of the prison environment on enabling better health outcomes. We are ensuring that each prisoner has a dedicated prison officer to support them and are implementing reforms to give all prisoners a key worker. This will help ensure that prisoners are better supported to attend scheduled health and mental health appointments and assessments to support their recovery. This will also ensure that a dedicated officer will be able to build a relationship with them and be in a better position to respond to changes in their behaviour or their mental well-being.</p>

answer text <p>The Government is committed to reducing waiting times for mental health therapies across England.</p><p> </p><p>Performance against Improving Access to Psychological Therapies (IAPT) waiting time standards continues to improve and we are consistently exceeding the targets. According to the 2016-17 IAPT annual report, 98.2% of those people completing treatment waited less than 18 weeks for their treatment to start in England against a target of 95% and 87.5% of people completing treatment waited less than six weeks against a target of 75%.</p><p> </p><p>Updates on clinical commissioning group (CCG) performance against these targets, including for London and Lewisham, are published on the Five Year Forward View for Mental Health Dashboard at:</p><p> </p><p><a href="https://www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/" target="_blank">https://www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/</a></p><p> </p><p>Lewisham Clinical Commissioning Group has taken action in response to an increase in IAPT waiting times and expects to see an improvement in performance towards the end of Quarter 4 2017/18.</p>

answer text <p>The UK is committed to the full implementation of UN Human Rights Council Resolution 34/1, under which Sri Lanka committed to implement a range of measures to provide for human rights, truth-seeking, reconciliation, and devolution of political powers following the end of its civil war. I encouraged Foreign Minister Marapana to continue to make progress on these commitments when I met him in Colombo, in October 2017. Our High Commission in Sri Lanka regularly travel to the North and East (as did I to Jaffna during that visit) and meet with local groups, and where we have specific human rights concerns we raise these with the Sri Lankan government.</p><p>This year the UK will continue to encourage progress on human rights issues, including modern slavery, gender inequality, and reform of discriminatory laws.</p> more like this
