answer text <p>Additional support is in place to assist refugees in making a claim for Universal Credit: refugees who are able to provide their biometric residence permit or evidence of their refugee status can be fast tracked through the habitual residency test process; a work coach can use other methods to identify a person where someone does not have ID, including the use of biographical questions; Measures are in place to make payments through other methods where someone does not have a bank account, including post office card accounts or the Payment Exception Service, and a work coach can help people through the process of setting up a bank account where appropriate.</p><p> </p><p>Claimants that are required to provide evidence of their right to reside are subject to the Habitual Residence Test (HRT). The HRT contains two elements: an assessment of the legal right of residence and an assessment of factual habitual residence. We have made this process quicker for refugees by ensuring that refugees who provide documentation which confirms their legal right to reside in the UK will satisfy the HRT and that refugees are exempt from the assessment of factual habitual residence if the Home Office have granted them leave to remain in the UK with recourse to public funds.</p><p> </p><p>New claimants, including refugees, can apply for a Universal Credit new claim advance so they do not have to wait to receive financial support. This is an advance of up to 100% of their total expected award, which is paid back over a period of up to 12 months. In the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, to up to 16 months.</p><p> </p><p>Staff also have access to information on services and support available in their local area for vulnerable claimants, including refugees.</p>

This is in addition to NHS England’s guidance for commissioners ‘Interpreting and Translation Services in Primary Care’. Public Health England is working to improve healthcare professionals’ awareness of the needs of refugees. answer text <p>Last year the UK provided protection assistance, including primary healthcare services, legal assistance and support in response to sexual violence to over 200,000 internally displaced people (IDPs) through our funding to the International Organisation for Migration and the United Nations High Commissioner for Refugees.</p><p> </p><p>On 24 February, the Prime Minister announced that the UK will provide an additional £200 million in response to the humanitarian crisis in Yemen for the next financial year (2019/2020). This includes continued support to people displaced by conflict, and brings the total UK commitment to Yemen to £770 million since the conflict began in 2015.</p> more like this

answer text <p>I recognise that natural disasters can have a serious impact on affected countries’ ability to service external debts. The Government of Mozambique has not requested consideration for debt relief at this stage, and any consideration of official debt relief would need to be made via the Paris Club of official creditors and done in close coordination with the IMF. The UK Government is not an official creditor to Mozambique.</p><p> </p><p>The UK will continue to work with international partners, including the Paris Club, to explore the potential for more resilient debt-instruments that support faster economic recovery and stability in the international financial system, while preserving access to financing for development.</p> more like this

answer text <p>People using NHS services who experience a communications barrier may be entitled to access interpreting and translation services. For people who need assistance communicating with healthcare professionals, such as refugees or asylum seekers, NHS services should ensure they comply with legislative provisions such as the Equality Act 2010 and the Human Rights Act 1998.</p><p> </p><p>For general practice, NHS Liverpool Clinical Commissioning Group (CCG) contracts with three companies to provide translation and interpreting services: Language Line for telephone translation; Global Accent for face to face translation; and Action on Hearing Loss for British Sign Language. The CCG also commissions a local quality improvement scheme (enhanced service) to support general practice in the provision of services for asylum seekers and refugees. Practices are funded based on the number of asylum seekers/refugees on their list.</p> more like this

answer text <p>Work has begun with key stakeholders and international partners on our future Asylum and Resettlement Strategy, which includes consideration of the UK’s resettlement offer beyond 2020.</p><p><br>Delivery of the Vulnerable Person’s Resettlement Scheme (VPRS) has relied strongly on the principles of collaboration and co-design between central and local government and other partners and it is likely that any future resettlement offer would seek to build on that model.</p><p><br>We are grateful to the 300+ local authorities who came forward to participate in the VPRS. Through the collective goodwill and efforts of all involved over 14,900 vulnerable refugees fleeing the brutal conflict have now found safety in the UK to rebuild their lives.</p> more like this
