answer text <p>The strike price for Hinkley Point C (HPC) is fixed at £92.50 (2012 prices, rising with CPI inflation) for each megawatt hour (MWh) generated over the first 35 years of operation. The strike price is made up of a combination of wholesale market prices and a levy on consumer energy bills and ensures that consumers will pay no more than this for electricity from HPC during the contract period. When wholesale prices rise above the strike price the developer will need to repay the difference. When shared across consumers (households and businesses), payments under the Contract for Difference will amount to around £12 of the average household bill over 2026 – 2030 (based on 2012 prices).</p><p> </p><p>This Government is committed to tackling fuel poverty. In line with our commitment to upgrade fuel poor homes to band C by 2030 we are taking action to support households in fuel poverty. The Warm Home Discount provides over 2 million low income and vulnerable households each year with a £140 rebate on their energy bills, including this winter. Since April, 70% of the £640m per year Energy Company Obligation has been focused on low income households through the Affordable Warmth part of the scheme. It will upgrade the energy efficiency of over 300,000 homes per year, tackling the root cause of fuel poverty. We are also safeguarding the competitiveness of those energy intensive industries particularly exposed to the additional costs arising from the Contract for Difference by exempting them from a proportion of these costs. An exemption scheme allows for real-time changes in energy use to be taken into account and provides certainty to business.</p>

That is why we provide funding to the Palestinian Authority and support its state-building efforts in order to maintain stability, provide vital services, as well as build and strengthen the institutions needed for a viable Palestinian state. The British Government is committed to making progress towards a two-state solution. answer text <p>We most recently raised the issue of demolitions with the Israeli authorities on 29 November. As the Minister for the Middle East set out in a Westminster Hall debate on 6 December, the UK position on demolitions is clear: we consider them entirely unacceptable. In all but the most exceptional cases, they are contrary to international humanitarian law. Demolitions or evictions of Palestinian families from their homes cause unnecessary suffering and call into question Israel’s commitment to a viable two-state solution. The UK is particularly concerned by Israeli proposals to relocate the Bedouin population from the E1 area. The UN has said that these proposals could constitute forcible transfer.</p> more like this

answer text <p>The Government is aware of the appeal made on 23 August 2016 by the Christian Patriarchs to lift international sanctions against Syria. We continue to believe that sanctions we support against Syria are justified. Sanctions have been imposed to constrain the Assad regime's ability to wage war against the Syrian people, and to help bring about a long-term political solution. While it is impossible to avoid impacting the Syrian civilian population, the EU has created a number of mechanisms to allow for humanitarian aid to continue. As the second largest bilateral donor to the humanitarian response in Syria since 2011, the UK is at the forefront of the response to the humanitarian crisis caused by the conflict. All EU sanctions against the Assad regime are annually reviewed and agreed by each of the 28 EU Member States.</p> more like this

answer text <p>Invitations to participate in the Geneva talks are a matter for the UN Special Envoy. The so-called Democratic Federation of Northern Syria has not participated in the UN-mediated peace talks in Geneva. It is not referred to in UN Security Council Resolution 2254 which sets the framework for these talks. However, Kurdish groups have been represented in Geneva through the Kurdish National Council, as part of the opposition High Negotiations Committee and in the latest round as part of the refreshed Syria Negotiations Commission. Furthermore the UN Special Envoy has involved Kurdish and other minority groups in civil society discussions alongside formal talks in Geneva.</p> more like this

answer text <p>The British Council All Party Parliamentary Group report on Building Young People's Resilience to Violent Extremism in the Middle East and North Africa was released on 12 December. The Foreign and Commonwealth Office has contributed to the report, with the then Minister for the Middle East and Africa (Mr Ellwood) providing verbal evidence to the Group earlier this year. I would refer the noble Lord to the report of my Hon. Friend's evidence session for further details. The Foreign and Commonwealth Office will be reviewing the recommendations carefully.</p><p>The Government's commitment to the wider international conflict and security agenda (including countering violent extremism) is underpinned through programmes, including through the Conflict, Stability and Security Fund (CSSF), which provides a wide range of targeted support to countries, many of which are in the Middle East and North Africa region</p><p>Summaries of CSSF programmes are publicly available.</p> more like this

We remain firmly committed to the promotion and protection of human rights and compliance with international law in the OPTs.
