answer	answer is ministerial correction date of answer 06/08/2019 answer text <p>In the 2016 Multilateral Development Review, the Department for International Development (DFID) assessed that the Commonwealth Secretariat was in need of further reform if it was to fulfil its crucial role at the heart of the Commonwealth. DFID agreed a Performance Management Agreement with the Secretariat for its future contributions to the Commonwealth Fund for Technical Cooperation. In its 2018 annual review of its support to Commonwealth institutions, DFID confirmed that the Secretariat had met all the criteria for the release of the first three tranches of support under the Agreement.</p><p>The Foreign and Commonwealth Office commissioned an external Central Assurance Assessment of the Commonwealth Secretariat earlier this year. While this Assessment did not specifically consider value for money, it reported that reasonable progress had been made in demonstrating that the internal control environment was effective.</p><p>The Secretariat's external auditors gave an unqualified opinion - with no recommendations - on the 2017/18 financial statements for all three of the main Secretariat funds.</p><p>Through our active membership of the Secretariat's Board of Governors and Executive Committee, we are committed to ensuring that the Secretariat makes efficient use of public funds, with maximum impact and value for money for its member states and their citizens.</p><p>At the request of Foreign Ministers, to fulfil a commission from Heads of Government, the Secretariat's Board of Governors has made recommendations to enhance the Secretariat's governance. Once implemented, they would make a significant difference to the effective operation of the Secretariat. answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>Annual England totals for the number of homeless or rough sleeping armed forces leavers from 2013 onward are not available.</p><p>In April 2018, MHCLG introduced a new homelessness data collection called Homelessness Case Level Information Collection (H-CLIC). H-CLIC captures information on all those who engage with local authority homelessness services, including those eligible for temporary accommodation and collects information on the support needs of a household, including support need resulting from being in the armed forces. These show that during October to December 2018, of the 61,410 households owed a homelessness duty in England, 440 required additional support because they formerly served in the armed forces. Overall, 6 per cent of people seen sleeping rough by outreach workers across London during 2018/19 had served in the armed forces at some point in their lives. 2 per cent of these were UK nationals - around 115 people. answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The scope of the Serious Violence Strategy is concerned with homicide, knife crime, and gun crime and areas of criminality where serious violence or its threat is inherent, such as in gangs and county lines drug dealing. It also includes emerging crime threats faced in some areas of the country such as the use of corrosive substances as a weapon.</p><p>Serious violence also extends to other forms of serious assault. We know that a significant proportion of violence is linked to either domestic abuse or alcohol, but these two important elements are not driving the increases we are seeing in violent crime. The strategy also does not address specifically sexual abuse, modern slavery or violence against women and girls.
