answer text <p>Despite the dry summer of 2022, water companies in England have assured us that essential water supplies remain resilient across the country. It is their duty to maintain those supplies. Defra Ministers expect water company action in accordance with their pre-agreed drought plans.</p><p> </p><p>Defra recently published its Plan for Water which sets out the importance of ensuring a clean and plentiful water supply. The National Framework for Water Resources, published in March 2020, sets out the strategic water needs for England to 2050 and beyond. The Government is requiring water companies to plan to deliver resilience to a one in 500-year drought, that is not needing to resort to emergency measures, such as standpipes and rota cuts.</p><p> </p><p>Regional water resources groups and water companies are now consulting on their new Water Resources Plans. These plans will set out how each company will meet water supply needs over at least a 25-year period. In addition to their Water Resources Management Plans, water companies are using the £469 million made available by Ofwat in the current Price Review period (2019-24) to progress the infrastructure required.</p>

answer text <p>As the world grapples with the burden of the COVID-19 pandemic, the UK has been clear that equitable global distribution of a vaccine will be the best defence, enable collective recovery and reduce the risk of repeat outbreaks.</p><p>The UK is supporting the COVAX Advance Market Commitment (AMC) which aims to ensure access to COVID-19 vaccines in developing countries. At the Global Vaccine Summit, which the Prime Minister hosted on 4<sup>th</sup> June, the UK repurposed £48 million to the AMC. At the Summit, AstraZeneca also announced a commitment of 300 million doses of the University of Oxford candidate vaccine to the COVAX facility.</p><p>The COVAX AMC will incentivise vaccine manufacturers to produce sufficient quantities of eventual COVID-19 vaccines and to ensure access for the world’s poorest countries. Gavi, the Vaccine Alliance, the Coalition for Epidemic Preparedness Innovations, and the World Health Organization are working together to ensure that the vaccines are affordable and available equitably. Through the deal with AstraZeneca, the University of Oxford COVID-19 vaccine candidate have been committed towards the COVAX Facility.</p>

answer text <p>A political settlement remains the only means for bringing long-term stability to Yemen – there is no military solution to the conflict. The Yemeni parties must engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict. The UK continues to play a leading role in international efforts to achieve this goal. In March this year, the UK proposed and coordinated a UN Security Council Presidential Statement (PRST) which was agreed on 15 March 2018. This PRST builds upon the previous one agreed on 15 June 2017, also sponsored and coordinated by the UK, it expresses deep concern about the humanitarian situation in Yemen, welcomes the appointment of the new UN Special Envoy for Yemen, and calls for the parties to agree steps towards a ceasefire. We will continue to work with our Yemeni, regional and international partners to ensure that words are converted into action. The UK fully supports – including through financial assistance – the work of the UN Special Envoy to facilitate progress towards peace talks. We convene the &quot;Quad&quot; format of British, American, Saudi and Emirati Foreign Ministers to discuss what practical steps can be taken to move the political process forward.</p>

answer text <p>UK legislation requires central counterparties (CCPs) to develop recovery plans and to have ‘loss allocation’ rules, in order to allocate any losses sustained by the CCP either following the default of a clearing member or due to certain non-default events, so that the CCP can continue to provide its critical functions.</p><p> </p><p>The Government has also broadened the scope of the UK’s Special Resolution Regime to cover CCPs. When certain conditions are met, this allows the Bank of England to intervene by transferring all or some of the business of a CCP to either a private sector purchaser or to a bridge CCP owned by the Bank of England, or to transfer ownership of the CCP to any person.</p><p> </p><p>Qualifying changes of control of CCPs are assessed by the Bank of England and I refer the noble Lord to my written answer <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2016-03-17/HL7153/" target="_blank">HL7153</a> of 1 April 2016.</p><p> </p>
