answer text <p>Whilst private landlords are competing for properties in the same housing market as owner occupiers, the types and locations of properties that they prefer will not always be identical to owner occupiers. Recent research by the Bank of England – see <a href="https://bankunderground.co.uk/2015/07/21/five-facts-about-buy-to-let/" target="_blank">https://bankunderground.co.uk/2015/07/21/five-facts-about-buy-to-let/</a> - shows that buy to let investors have a greater tendency to purchase apartments and properties in London than owner occupiers.</p> more like this

answer text <p>We are committed to replacing the current levy system to create a level playing field for British based and offshore gambling operators.</p><p> </p><p>It has always been recognised that more work will be needed on the detailed design of a Horserace Betting Right before any legislative proposals can be brought forward. This work is now under way and is expected to be completed later this year. We have not set a target date for introducing a bill as this will depend on both the completion of the detailed design work and the availability of Parliamentary time.</p> more like this

answer text <p>HMP Winchester has improved its performance since the last inspection, but the National Offender Management Service (NOMS) accepts there is more to do. NOMS will use the recommendations from HM Inspectorate of Prisons' (HMIP) report published on 24 June to drive forward further improvements within the next 12 months. As with all inspection reports, NOMS will now produce an action plan in response to the recommendations made in the report.</p><p> </p><p>I will therefore write to the noble Lord with details of the response to HMIP's recommendations once the action plan has been sent to the Chief Inspector.</p><p>(<strong>HL581)</strong></p><p> </p><p>The National Offender Management Service (NOMS) carefully considers the findings of all HM Inspectorate of Prisons (HMIP) reports. Action plans responding to the recommendations made in each report are provided to HMIP within six months of publication. NOMS Deputy Directors of Custody are then responsible for overseeing the progress of implementing accepted recommendations within the prisons in their region, with heads of policy monitoring the progress of nationally agreed actions.</p><p><strong> (HL582)</strong></p><p> </p>
