answer text <p>Since 2016, approximately £162 million has been invested to replace or upgrade 100 radiotherapy machines, in addition to existing investment made by National Health Service trusts to maintain infrastructure. In 2019/20, 11 radiotherapy networks were established in England to improve workforce resilience and increase access to specialist skills and knowledge.</p><p>NHS England is undertaking a review of external beam radiotherapy capacity in 2022/23. This will support local systems to plan radiotherapy provision and allocate capital allocations appropriately, based on an assessment of equipment age, capacity and demand, opportunities to improve access and service risk.</p> more like this

answer text <p>There is only one Historical Railways Estate structure, Barcombe Bridge, where the contract/price acceptance was undertaken since the infilling and demolition programme was paused on 23 July 2021. The procurement process for minor works to this structure commenced on 5 May. Although a price of £175,838.79 was accepted on 12 August the acceptance letter clearly states that all infill activity has been paused and no works should commence until National Highways have been given confirmation to do so.</p><p> </p><p>The acceptance letter also makes clear that works should not commence until the site has been checked by the ecologist and that National Highways will not pay for any works unless it has been specifically authorised in writing.</p><p> </p><p>Ecological impacts and environmental considerations are taken into account as part of the planning process and National Highways continue to conduct their own ecological assessments and also ensure Natural England (and devolved partners) are involved as necessary. As a matter of course, for all major works proposals National Highways already conduct the following:</p><p> </p><ul><li>A desktop review of the area (looking for SACs, SSSIs, conservation areas and published sightings of protected species).</li><li>Site visit by an ecologist, including a Preliminary Ecological Assessment, where they review the structure and surrounding area to identify possible mammals, reptiles &amp; amphibians as well as protected plant species, birds nesting &amp; invasive species. If anything is discovered additional surveys are undertaken, and, if necessary, applications for the relevant licences are submitted.</li></ul><p> </p><p>The Stakeholder Advisory Forum includes a range of stakeholders with an interest in the Historical Railways Estate with membership kept under review as stated in its Terms of Reference.</p><p> </p>

answer text <p>The Government and NHS England recognise that the mental health impacts of the COVID-19 outbreak are significant and are working closely with mental health trusts to ensure those who need them, including children, have access to National Health Service mental health services. NHS mental health services have remained open for business throughout this time, including delivering support digitally and over the phone where possible.</p><p>We have also issued guidance for parents and carers on supporting children and young people’s mental health and wellbeing during the COVID-19 outbreak, and we have provided £5 million of additional funding for mental health charities to support adults and children.</p><p>NHS England also asked mental health trusts to review advice lines to ensure 24 hours a day, seven days a week advice is available to everyone, including children and young people, through a single point of access.</p> more like this

answer text <p>The British Government remains extremely concerned by the appalling human rights situation in the DPRK as outlined in the UN Commission of Inquiry (COI) report. We have repeatedly made clear our serious concerns about the regime's treatment of its people, both directly to the DPRK government and through multilateral fora.</p><p>We have consistently called on the DPRK to allow independent inspections of the humanitarian situation. On 11 December, UK Permanent Representative to the UN, Matthew Rycroft, echoed this call during a speech to the UN Security Council meeting on human rights in the DPRK. The speech also referenced the regime's refusal to act on the COI's findings.</p><p>We agree unequivocally with the recommendation of Tomas Ojea Quintana, the UN Special Rapporteur on the situation of human rights in the DPRK, that the DPRK should refrain from using any form of punishment or retaliation against people who are forcibly repatriated.</p> more like this

answer text <p>NHS England has not, to date, undertaken a direct comparison of the English and French health systems in respect of genetic testing practice for cancer.</p><p><em></em></p><p>NHS England does not hold data on the percentage of stage 2b, or higher, cancer patients in secondary and tertiary centres who were genetically tested. Detailed information on the clinical circumstances, or reasons, for referral for genetic testing for individual patients is not currently collated on a national basis.</p><p><em></em></p><p>NHS England does not consider business cases from individual National Health Service trusts in relation to the adoption of new genetic tests. Instead, NHS England considers national clinical commissioning policy proposals on the eligibility of a particular test, or treatments to be made available in the presence of particular genetic markers. These are considered and where agreed, funded consistently across England for services falling within NHS England's direct commissioning responsibilities.</p><br /><p>Examples include the separate policies (published in July 2015) confirming eligibility for Ivacaftor for the treatment of cystic fibrosis in the presence of certain gene mutations, and confirming eligibility for testing for BRCA1 and BRCA2 gene mutations, respectively. Copies of the policies are attached.</p><p><em></em></p><p>In addition, the UK Genetic Testing Network currently presents new genetic testing proposals to NHS England for funding consideration based on the conclusions of their assurance programme. These are considered, alongside other new policy proposals, as part of the annual funding prioritisation process, where there is a net annual investment to be made to support their adoption.</p><br /><p>Information on the average turnaround time for cancer genetic tests is not currently collated, or analysed, nationally. However, NHS England will be undertaking a procurement exercise in the coming months to support the strengthened provision of genetic testing across England. This includes more consistent reporting of activity and other performance indicators, including the timeliness of reporting on receipt on referrals. The supporting national service specification, setting out the standards required of commissioned providers, has been the subject of a recent public consultation.</p>

answer text <p>Network Rail is responsible for managing a large number of station rebuilding projects. The scope and scale of these works vary from relatively minor works to very large scale projects such as London King’s Cross or Birmingham New Street. The amount of assessment will similarly vary depending upon the scale of the project concerned. For the larger schemes it is usual for the Department for Transport to appoint a scheme sponsor. These sponsors are in regular contact with Network Rail to undertake assurance activity around delivery.</p><p> </p><p>In addition the Office of Rail Regulation undertakes regular reviews of Network Rail’s delivery against its Business Plan commitments, and this will include station rebuilding projects.</p> more like this
