answer text <p>Where 10 years have elapsed since the Parole Board first directed the release of an offender serving a sentence of Imprisonment for Public Protection (IPP), the Secretary of State must by law refer that offender to the Parole Board, in order for the Board to determine whether to terminate the offender’s IPP licence. The minimum 10-year period is not paused or reset if an offender is recalled to prison or serves a subsequent sentence for further offences. Where the Board does not terminate the licence, the Secretary of State must by law re-refer the offender every 12 months. This ensures that every eligible offender is considered by the Parole Board annually and will enable the IPP licence, and the IPP sentence as a whole, to be brought to a definitive end for more offenders.</p><p>On 16 October 2023, the Lord Chancellor announced he would be looking at options to curtail the licence period to restore greater proportionality to IPP sentences in line with recommendation 8 of the report by the Justice Select Committee’ (JSC) report, published on 28 September 2022.</p><p>These changes are being taken forward in the Victims and Prisoners Bill.</p><p>The new measure will:</p><ol><li>Reduce the qualifying period which triggers the duty of the Secretary of State to refer an IPP licence to the Parole Board for termination from ten years to three years;</li><li>Include a clear statutory presumption that the IPP licence will be terminated by the Parole Board at the end of the three-year qualifying period;</li><li>Introduce a provision that will automatically terminate the IPP licence two years after the three-year qualifying period, in cases where the Parole Board has not terminated the licence; and</li><li>Introduce a power to amend the qualifying period by Statutory Instrument.</li></ol><p> </p><p>The Lord Chancellor was persuaded by the Committee’s recommendation to reduce the qualifying licence period from 10 years to 5 years and is going further: reducing the period to 3 years. These amendments will restore greater proportionality to IPP sentences and provide a clear pathway to a definitive end to the licence and, therefore, the sentence.</p><p>In addition to these changes, the actions this Government are taking are working; the number of prisoners serving the IPP sentence who have never been released now stands at 1,269 as of September 2023, down from more than 6000 in answer text <p>Latest statistics from the Higher Education Statistics Agency show there were 870 students from Ukraine studying at UK higher education (HE) providers in the academic year 2020/21. Further information on where they were studying can be found here: <a href="https://www.hesa.ac.uk/data-and-analysis/students/table-59" target="_blank">https://www.hesa.ac.uk/data-and-analysis/students/table-59</a>.</p><p>Following Russia’s unprovoked attack on Ukraine, we have seen an extremely positive response from the HE sector in their offer of support to future cohorts of Ukrainian students and I am confident the sector will do their upmost to support Ukrainians wishing to access HE.</p><p>To support those who are granted leave under the Home for Ukraine Scheme, the Ukraine Family Scheme or the Ukraine Extension scheme, introduced by the Home Office, we have extended access to HE student support, home fee status, tuition fee caps, Advanced learner loans and FE19+ funding. This ensures Ukrainians who have been affected by the war in Ukraine can access support on the same basis as those within other protection-based categories (such as refugees).</p><p>Further information regarding the admissions of Ukrainian students entering UK HE in 2022 will be available through UCAS acceptances data at the end of the year.</p><p> </p>

answer text <p>Legislation sets out which individuals and companies are eligible to hold contracts to provide primary medical services. Eligibility varies slightly between contract type but there is no distinction in the eligibility criteria between companies registered in the United Kingdom and those registered overseas. All contract holders and providers of National Health Service core primary medical services are subject to the same requirements, regulation, and standards. answer text <p>The Department funds health research in England through the National Institute for Health Research (NIHR) which invests over £1 billion annually to fund translational, clinical and applied health research spanning the whole innovation pathway. Since it was established in 2006, the NIHR has increased the volume of applied health research for the benefit of patients and the public, developed and supported the people who conduct and contribute to applied health research, and driven faster translation of basic science discoveries into tangible benefits for patients and the health system.</p><p>The NHS Long Term Plan and the Life Sciences Sector Deals sets out a clear vision of a health system which prioritises innovation and delivers faster patient access to life-changing products. The Accelerated Access Collaborative has been established to act as the umbrella organisation overseeing the ecosystem. It brings together the leaders from Government, the National Health Service and industry to tackle the barriers to the development and adoption of innovation in the United Kingdom.</p>

answer text <p>DFID’s increasing use of country context analysis has improved the way in which religious dynamics and religious groups are factored into country programmes. Through this process, DFID identifies the most significant problems that hinder development and the main entry points and opportunities to create change. This includes the role of religion and freedom of religion or belief.</p><p> </p><p>Through UK Aid Connect, DFID is funding a consortium led by the Institute of Development Studies to address the challenges in building tolerance and freedom of religion or belief. In November 2018, Lord Ahmad and Lord Bates launched this £12 million initiative which will contribute to making poverty reduction programmes more inclusive, by highlighting and redressing religious inequalities, with a focus on highly volatile contexts.</p> more like this
