As the Minister of State for Africa and Development said to President Mnangagwa in May, the UK would like to see the Government of Zimbabwe meet its international and domestic obligations by respecting the rule of law and safeguarding human rights.</p><p>The UK has engaged with the Government of Zimbabwe on draft legislation including the Private Voluntary Organisations (PVO) Amendment Bill and amendments to the criminal code that, if passed into law, could be used to undermine the operating capacity of civil society, and to silence and penalise critics of the state.</p><p>The UK continues to support the most vulnerable people in Zimbabwe. It is one of the UK's 30 Human Rights Priority Countries globally. On 1 February 2021, the UK announced new sanctions against four Zimbabwean security sector chiefs for serious human rights violations. We are concerned at the high rates of Gender-Based Violence which have been exacerbated by the COVID-19 response, including reports of harassment by police officers enforcing lockdown laws. In an effort to safeguard women's rights, we spent £3,470,000 in 20/21 to support the work of civil society organisations working to tackle gender-based violence. We are concerned by the unacceptable pattern of arrests of prominent opposition and civil society figures. The Minister for Africa has regularly raised concern about the treatment of political opponents, most recently on 29 March in response to the harassment of opposition members Ms Mamombe, Ms Chimbiri, and Ms Marowa. The Minister for Africa spoke to the then Zimbabwean Foreign Minister, Sibusiso Moyo in June last year, and wrote to him again in August to raise specific human rights concerns, including over the treatment of opposition members Ms Mamombe, Ms Chimbiri, and Ms Marowa. The Minister for Africa has followed their cases closely, and tweeted on 5 February 2021 to register his concern over their most recent arrests.</p><p>On 1 February 2021, the UK announced new sanctions to hold to account those individuals responsible for human rights violations in Zimbabwe. We also continue to urge the Government of Zimbabwe and the Anti-Corruption Commission to take the necessary steps to address corruption and illicit financial flows. The UK Ambassador met the new Chair of the Zimbabwe Anti-Corruption Commission in December 2020 to reinforce these messages. We have been clear that the Government of Zimbabwe must meet its international and domestic obligations by respecting the rule of law, safeguarding human rights, and committing to genuine political and economic reform for the benefit of all Zimbabweans. This is a prerequisite for further international support. The Minister for Africa delivered these messages when he last spoke to Foreign Minister Moyo on 8 June, and in a letter he wrote to the Foreign Minister on 12 August. Our Ambassador in Harare reinforced these messages when she met in person with Foreign Minister Moyo on 14 August and also raised concerns on the chronic economic situation Zimbabwe is experiencing with Zimbabwean Finance Minister Mthuli on 28 September. We will continue to call out the Government of Zimbabwe where we believe abuses of human rights have taken place including monitoring enforcement of the lockdown regulations due to the COVID-19 pandemic.</p><p>The UK regularly discusses the political, economic, and human rights situation in Zimbabwe with its international partners, including South Africa. On 16 July the Minister for Africa spoke to the Deputy Foreign Minister of South Africa about the situation in Zimbabwe. The UK is committed to working in partnership with South Africa, the Southern Africa Development Community (SADC) and the African Union as well as other international organisations. We have been particularly concerned by police violence in response to recent protests and demonstrations. As set out in the EU Statement of 30 August, the freedom to demonstrate and present petitions is enshrined in the Zimbabwean constitution, along with other fundamental human rights and freedoms, including freedom of expression, assembly and association.</p><p>This Government made a 2015 manifesto commitment to stand up for the rule of law and human rights in Zimbabwe. Zimbabwe remains one of the 30 UK Human Rights Priority Countries, where we monitor and report regularly on human rights and support programmes designed to make abuses less likely.
