answer	answer is ministerial correction date of answer 22/10/2014 answer text <p>The Government is clear that protection from abuse and neglect is a fundamental right for all children. The Department for Education is committed to reforming the current child protection system to make sure that children at risk of abuse or neglect are identified early, have an assessment which is based on their individual needs and are able to access services which promote their welfare and protect them from harm.</p><p>The Department is improving social worker training and developing further the skills of existing social workers so they can make the right decisions for children. Since 2010, we have invested more than £400million in bursaries and training programmes to attract the very best candidates into the profession.</p><p>We have also worked closely with Ofsted to introduce a new, tougher inspection framework for children’s services. From April 2015 this framework will be extended to identify weak interagency working between local authorities, the police and other local agencies. answer	answer is ministerial correction date of answer 22/09/2014 answer text <p>The failings in Rotherham exposed by this inquiry are appalling and the Coalition Government is absolutely clear that the lessons of past failure must be learned. <br><br>Her Majesty's Inspectorate of Constabulary (HMIC) has a key role to ensure that identified weaknesses are addressed, and has several relevant inspection programmes underway. As part of their 2014/15 business plan, the Home Secretary commissioned HMIC to inspect forces to honour based violence and, in particular, how well forces establish and maintan relations with minority communities in a multi-cultural society, identify and assist vulnerable people and victims, and encourage increased reporting of crimes.</p><p>This work is scheduled to report in early 2015. Concurrently, HMIC are carrying out an audit of the quality of crime recording in every police force, which includes an examination of when forces are incorrectly 'no-criming' serious offences such as rape and sexual assault. HMIC's full report and conclusions will be published in October. Furthermore, HMIC intends to use its forthcoming all-force PEEL inspection programme to monitor how effective forces are at protecting those at greatest risk of harm, including children. HMIC are currently consulting on the methodology for this programme. The inquiry will consider whether public bodies – and other non-state institutions – have taken seriously their duty of care to protect children from sexual abuse. The Inquiry will co-operate fully with Devolved Administrations. However all relevant issues in Scotland and Northern Ireland are now devolved and will be a matter for those administrations to consider. In Wales the inquiry will cover those institutions which concern non-devolved matters. question text	To ask Her Majesty's Government how many United Kingdom nationals have been arrested outside the United Kingdom for the sexual abuse of children in the last five years; and how many of those individuals were working or volunteering in children's homes and schools.

answer	answer is ministerial correction date of answer 21/07/2014 answer text <p> </p><p> </p><p>Between 27 April 2012 and 31 May 2014 the ACPO Criminal Records Office received 24 notifications concerning convictions for the rape of a minor; 15 concerning sexual exploitation of children; 39 concerning sexual assault of a minor and 40 relating to child pornography. These statistics are only for notifications from the 19 EU countries with which the UK exchanges criminal records electronically. <br><br>Between 1 January 2010 and 26 April 2012 the ACPO Criminal Records received 56 notifications concerning convictions for sexual offences against children and 23 notifications concerning child pornography. These figures are for notifications from all EU Member States. <br><br>Between 1 June 2012 and 31 May 2014 the ACPO Criminal Records Office received 34 notifications concerning convictions for sexual offences against children and 8 concerning child pornography. These notifications are from countries outside the European Union. Information in this form was not available prior to 1 June 2012. <br><br>Separate records from the Foreign and Commonwealth Office (FCO) show that there were 51 new cases of child sex offences in 2013 and, so far this year, 31 new cases of child pornography. These will involve people seeking consular assistance from the FCO and so will include individuals in custody, not just those who have been convicted.
