answer text <p>The recent consultation on proposed reforms to the National Planning Policy Framework included changes designed to strengthen support for self and custom build housing by means of encouraging mixed tenure development and strengthening the small sites policy.</p><p>The consultation closed on the 24 September and officials in my department are currently analysing responses with a view to publishing a government response before the end of the year.</p> more like this

answer text <p>The New Homes Accelerator was first announced by the Chancellor on 8 July 2024 and is a key component of the government’s commitment to deliver 1.5 million new homes by the end of this parliament. We are already working on sites in Liverpool Central Docks, Worcestershire Parkway, Northstowe, Langley Sutton Coldfield, Tendring Colchester Borders Garden Community, Stretton Hall, and Biggleswade Garden Community, representing more than 28,000 homes.</p><p>A call for additional sites, launched on 29 August and closing on 31 October 2024, invites developers, local authorities and landowners to identify large-scale housing developments that are delayed or stuck so that we can better understand the scale of the challenge and evaluate what support might be provided.</p> more like this

answer text <p>The New Homes Accelerator, in partnership with Homes England, will support the delivery of Phase 2 of the Northstowe scheme in Cambridgeshire, unlocking 3,000 homes and continuing to progress proposals to unlock a further 2,600 homes in Phase 3.</p><p>As a result of issues relating to the planning process and delivery partners, Homes England will be taking a stronger leadership and delivery role to make sure that the quality of delivery matches the aspirations of the local community. This phase will include putting the new town centre in place. Homes England is entering into in a new partnership agreement with the private sector to support delivery of the next stage of the scheme. answer text <p>Local authorities already have various compulsory purchase powers to acquire and develop land which could include stalled development sites with planning permission. The Government is keen for authorities to make greater use of their compulsory purchase powers to support the regeneration and growth of their areas where appropriate, provided there is a compelling case in the public interest. To assist local authorities in using their powers, this Government has recently published updated guidance on the compulsory purchase process reforms introduced by the Levelling-up and Regeneration Act 2023. answer text <p>The proposed methodology to calculate local housing need figures for each local authority, is set out in the ‘Proposed reforms to the National Planning Policy Framework and other changes to the planning system’ consultation documents. These can be found at gov.uk.</p><p>National planning policy makes clear that constraints on land availability, which could include risks arising from former activities such as mining, should be taken into account by local authorities when establishing a housing requirement for their area. answer text <p>National planning policy sets out that local planning authorities should include policies in their Local Plan for making sufficient provision for water and sewerage infrastructure.</p><p>A developer can be required to enter into a section 106 agreement, as a requirement of obtaining planning permission, to make their development ‘acceptable in planning terms’. The section 106 requirement might, for example, require a contribution towards the provision of water and sewerage network upgrades needed due to the development.</p><p>Separately, developers also pay water companies for new connections to a water main, with water companies entitled to reclaim reasonable costs.</p> more like this
