Government Ministers, our Ambassador to Saudi Arabia and officials from our Embassy raise the issue of the death penalty with the Saudi authorities, bilaterally and through the EU. While we are fully committed to global abolition we recognise that the total abolition of the death penalty is unlikely in Saudi Arabia in the near future. Since the publication of the Foreign and Commonwealth Office-funded independent report on Children in Military Custody in June 2012, there has been some limited progress. This includes a pilot to use summons instead of night-time arrests, and steps to reduce the amount of time a child can be detained before seeing a judge. We have welcomed the steps taken to date, but we have called for further measures, including the mandatory use of audio-visual recording of interrogations, investigation into continued reports of single hand ties being used, and an end to solitary confinement for children. On 23 September, the IDF killed two Palestinians in Hebron suspected of involvement in the kidnap and murder of three Israeli teenagers in June. On 10 September, a 22 year old Palestinian man was killed by the IDF in al-Amari refugee camp. The IDF claimed he was about to throw an explosive device. The incident occurred as clashes broke out during an IDF arrest operation in the al-Amari camp. This announcement is in addition to an existing funding of more than £17m in emergency assistance for those displaced by the conflict. Our support for the World Food Programme appeal has, for instance, enabled the provision of food vouchers to 300,000 people for one month. Strenuous efforts must be made to avoid a repetition of the conflict. We worked hard through the Government’s National Council for Child Welfare (NCCW) to ensure that Sudan was represented at the Girl Summit which took place in London in July, and which had a particular focus on FGM and child and early forced marriage (CEFM). We welcome the Government’s subsequent signature of the Girl Summit Charter, which includes a public commitment to ending FGM. We are now in discussion with the NCCW about an event to mark that signature, which would be attended by the Ministry of Social Welfare. On 22 October the Government will host a regional meeting on ending FGM, in which it will showcase its own achievements in changing attitudes.</p><p> </p><p>Advocacy on the need for legislation on Female Genital Mutilation (FGM) forms part of a programme supported by DFID and run by UN Children’s Fund (UNICEF), the World Health Organisation (WHO) and the UN Population Fund (UNFPA). More broadly, the programme aims to end FGM by making it socially unacceptable, and supports the country-wide Saleema campaign which is led by the Government of Sudan.</p><p> </p><p> </p><p> </p><p>DFID is also providing funding to UNICEF’s Multiple Indicator Cluster Survey (MICS), which will include data on the percentage of women who have undergone FGM, and will report by the end of 2014.
