answer text <p>Our Embassy in Lima continues to monitor developments on this issue. However, we have not made representations to the Peruvian Government on the publication of information regarding the register of victims of forced sterilisations, introduced in November 2015.</p><p>Foreign Office officials met representatives of Amnesty International and the Peru Support Group to discuss the matter on 26 June. Esperanza Huayama, President of the Association of Women of Huancabamba, who was directly affected by the programme of forced sterilisations joined that meeting.</p> more like this

answer text <p>Language skills are vital to diplomacy and the Foreign and Commonwealth Office has increased the language training budget annually over the last three years to improve target level attainment. Officers posted to speaker slots overseas undergo full time language training to enable them to reach C1 operational level (equivalent to degree level) before taking up their posting. Those in speaker slots are encouraged, including through our performance management system, to take action if they have not reached their target level.</p> more like this

answer text <p>Former President Alberto Fujimori’s National Family Planning Programme (Programma Nacional de Planificación Familiar) was carried out in Peru from 1996 to 1998. More than 2,000 complaints were brought against the government alleging individuals had been unaware of the permanent nature of these operations or had been financially compensated for being sterilised.</p><p>An independent Congressional Committee set up to investigate the programme in 2002 established that 346,219 women and 24,535 men had been sterilised from 1993 to 2000. The committee recommended that victims of forced sterilisations be compensated and the responsible parties subject to legal proceedings.</p><p>In January 2014, after nearly 10 years of investigations, the Peruvian Public Prosecutor’s Office brought charges against some health professionals involved in the programme; no charges were brought against the government.</p><p>On 6 November 2015, a Supreme Decree was published which mandated the creation of a central register of “victims”. This aims to provide free legal advice, psychological support and medical attention to those affected. The Ombudsman will represent individuals in courts and seek reparations for those individuals found to be victims of irregularities in the implementation of this programme.</p><p>This Government is working towards eliminating all forms of violence against women. This is part of our work to promote the golden thread of democracy, rule of law, free media and open, accountable institutions. Our Embassy in Lima continues to monitor developments on this issue.</p>

answer text <p>All civilians are entitled to protection during armed conflict under international humanitarian law (IHL). The British Government works through the UN Security Council (UNSC) to increase the protection of civilians in conflict situations. The unanimous adoption of UNSC Resolution 2222 in May on the protection of journalists provided welcome recognition, not only of the contribution journalists make through the unique role they play in building open and democratic societies, but also the increased dangers they face as a consequence.</p><p>The UK has no current plans to table a UNSC resolution on the protection of interpreters and translators. The Government acknowledges that interpreters and translators it employs in conflict zones may face additional threats. We take the security and safety of all members of our staff very seriously and have put in place measures to reduce the risks they face.</p><p> </p> more like this

answer text <p>We have noted the call by the International Federation of Translators and other non-governmental organisations for a UN Convention or international safety document for the protection of translators and interpreters, but as yet no concrete proposals have been made as to how this would work in practice. There already exists an extensive body of international conventions, such as the Geneva Conventions, to support employees working in the field with the military or on diplomatic missions, and it is not clear that a new convention would add materially to the protection already afforded.</p> more like this

answer text <p>I am proud to work with the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), on the issue of sexual violence in conflict and see the leadership that the UK is taking on this issue. The Foreign and Commonwealth Office is working across Government and around the world to ensure that we make significant progress in addressing impunity and supporting conflict affected states in strengthening their responses to these crimes. <br> <br>The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), and Mr Hague regularly discuss the implementation of the commitments from the Global Summit to End Sexual Violence, which took place in London in June last year.</p><p>The Colombian government’s efforts internationally and at home have demonstrated a clear commitment to tackling sexual violence. There is still more to do and the UK is supporting three projects in Colombia through the Preventing Sexual Violence Initiative:</p><p>1. Our Embassy is working with two non-governmental organisations (NGOs), LIMPAL and Casa Amazonia, to directly support survivors of sexual violence, train women’s organisations and connect them to government authorities.</p><p>2. We are working with DeJusticia and the Attorney General’s Office to train prosecutors to investigate sexual violence in armed conflict, in support of efforts to develop new national standards for investigation and prosecution.</p><p>3. We are working with NGO Casa de la Mujer to adapt and implement in Colombia the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict (launched at the June Global Summit to End Sexual Violence in Conflict), with pilots in two municipalities of the Pacific coast most affected by the armed conflict and with high incidence of sexual violence.</p><p>In 2015 our Embassy will hold an event during the first week of February to support the campaign against sexual violence, Survivors United for Action, led by Jineth Bedoya. Bedoya is one of Colombia’s most respected leaders on this theme and was a speaker at the Global Summit to End Sexual Violence in Conflict.</p>

answer text <p>Our Ambassador in Bogotá raised the cases of Yomaira Mendoza, Enrique Cabezas and the Curbaradó community with the Minister of the Interior in July. The Ministry provided assurances that as a result of the consultations between the Government of Colombia and the Curbaradó community greater protection measures had been agreed. Foreign and Commonwealth Office officials met with Ms Mendoza and Mr Cabezas on 28 October during their recent visit to the UK, to receive a firsthand account of the situation.
