<p>Local highway authorities are responsible for the management and maintenance of public rights of way. Public rights of way should always be open and available for the public to use, but an application may be made to the local highway authority under the Road Traffic Regulation Act 1984, for an Order to close or divert temporarily a public right of way for safety reasons, or to carry out necessary works.</p>
