The office of the Small Business Commissioner has received two enquiries on behalf of small businesses, neither of which would be in scope of the proposed complaints handling service. Secondary legislation relating to this complaints handling service is currently before this House, and would need to come into force before the complaints service could launch. When the Prime Minister met Prime Minister Netanyahu on 2 November she reiterated the UK’s continued opposition to settlement activity and our firm commitment to a two-state solution as the best way to bring about stability and peace. Former Minister for the Middle East, Tobias Ellwood MP, issued a statement on 7 February condemning the passing of the Land Regularisation Law by the Knesset. The law is currently being challenged in Israel’s High Court of Justice. We understand frustration at the lack of progress in the Middle East Peace Process. Details of ministerial and permanent secretary meetings with external organisations on departmental business are published on a quarterly basis and are available at:</p><p> </p><p>http://www.hm-treasury.gov.uk/minister_hospitality.htm.</p><p> </p><p>The UK Government works closely with the Overseas Territories and Crown Dependencies on transparency issues and officials have regular discussions with these jurisdictions.</p><p> </p><p>All the Crown Dependencies and relevant Overseas Territories have committed to the development of a systematic exchange of beneficial ownership information. They have also committed to establish central registers, or similarly effective systems, to give UK law enforcement and tax authorities near real-time access to beneficial ownership information on corporate and legal entities incorporated in their jurisdictions. These arrangements came into effect on 30 June 2017. It remains the Government’s ambition for public registers to become the global standard. The Government wants to see homes built faster and expects house builders to deliver more homes, more quickly and to a high quality standard.</p><p>However, it is important to recognise that after planning permission for new homes is granted, a variety of factors can slow down delivery. Rather than focusing on a single issue, the Housing White Paper acknowledged that all parties in the development process need to play their part in speeding up the delivery of much-needed new homes. That is why the Housing White Paper set out a wide ranging approach to driving up build out of planning permissions.</p><p>We have already taken important steps to help unblock sites, such as the introduction of the Housing Infrastructure Fund and we are considering how to take forward other elements of the Housing White Paper. In addition, we have recently consulted on what further action could be taken to increase build rates as part of our consultation on calculating local housing need.
