answer text <p>As at 16 July 2014, 107 of the 131 (82%) Director of Public Health posts are filled by substantive roles. The 131 posts cover 152 local authorities, as some have agreed joint/shared arrangements. There are currently 24 positions vacant (18%). All vacancies are covered by interim/acting arrangements with the exception of one recently vacant post where Public Health England (PHE) is working actively with the council to secure interim arrangements.</p><p> </p><p>Of the 24 current vacancies, 15 are under active recruitment in which adverts have been released and/or interview dates set, and nine are the subject to discussion between PHE and the local authority on the development and approval of a job description.</p><p> </p> more like this

answer text <p>The Department, NHS England, Public Health England and the Local Government Association are working closely together to develop a clear process to ensure the smooth and safe transfer of commissioning 0 to 5 years public health services, (including health visitor service), from the National Health Service to local authorities. In particular, the Department has established a Task and Finish Group to develop a comprehensive transfer plan comprising the key workstreams involved in the transfer.</p><p> </p><p>Health Education England (HEE), in its December 2013 publication, <em>Investing in People for Health and Healthcare: Workforce Plan for England Proposed Education and Training Commissions for 2014/15</em> , has set out its approach to training health visitors in the longer term, stating: “The job of HEE this year and in future years is to maintain the Health Visitor workforce at these new historically high levels.”</p><p> </p><p>At the national level, the Children's Health and Wellbeing Partnership will provide national leadership on specific challenges, (such as the transition of the 0–5 service), by bringing together key national partners, so they can jointly contribute to ongoing improvement of outcomes for children and young people.</p><p> </p>
