answer text <p>The Joint Terrorism Analysis Centre produces regular detailed assessments of the international terrorist threat to both the UK and its interests abroad, which inform the UK’s threat levels. Information on the UK’s threat levels is available online.</p><p> </p><p>More generally, the Government assesses the most significant risks facing the UK over the next five years, including terrorism, through the National Risk Assessment (NRA). The National Risk Register of Civil Emergencies, the public version of the NRA (copy attached), is available online and has been placed in the House of Lords Library. This in turn helps Government and emergency responders to prepare for and respond to potential incidents.</p><p> </p><p>In order to assess the risk of a terrorist attack, Government works with the intelligence community to gather information about the intent and capability of potential adversaries. Together with information about potential targets, this enables the Government to assess how plausible an attack might be and what effects it may have.</p><p><strong> </strong></p>

answer text <p>The Student Loans Company publishes an annual statistical first release on student loans in England that provides statistics on loan outlays, repayment of loans and borrower activity. The latest release is attached.</p><p>In addition to this, in February 2016 the Department published a Joint Repayment Strategy which includes an assessment of actions to trace borrowers and to recover loans where avoidance or evasion is identified. Some consultancy advice has been sought on specific areas to support the implementation of the Bill, including the provision of expert HR advice to support the ministerial appointments and advice on the IT requirements for the new Office for Students. answer text <p>The policy work that underpinned the reforms introduced by the Higher Education and Research Bill (HER Bill) was largely undertaken by civil servants and drew on previous published material including, for example, the Gaskell Review that was prepared for Universities UK. This material was referenced in the Green Paper published in October 2015 and again in the White Paper in May 2016 that preceded the introduction of the HER Bill.</p><p>BEIS commissioned Deloitte to undertake preliminary organisational design work ahead of the establishment of UK Research and Innovation (UKRI), working with BEIS, the UKRI Interim Chair and senior leaders from the existing Partner Organisations which will form UKRI. The brief was to set out high level organisation design principles, assumptions and options for UKRI consistent with the framework set out by the White Paper and the HER Bill. The work was completed in October 2016 as preliminary specialist advice for BEIS officials and ministers to inform further organisational design work being carried out within BEIS and hence it is not planned to publish the commissioned report.</p>

answer text <p>Higher education institutions are independent and autonomous. As autonomous organisations, higher education providers are responsible for their own admissions policies and procedures. Decisions on who to admit are a matter for individual institutions, and the Government does not have the right to intervene in these internal processes. Higher education providers are best placed to determine their entry requirements, and to decide who has the ability and the potential to succeed on a particular course.</p><p>Providers wishing to charge above the basic fee amount must have an access agreement, agreed by the independent Director for Fair Access, which sets out the measures they will put in place to support access to, and participation in, higher education by disadvantaged students and under-represented groups. The Director for Fair Access issues annual guidance to institutions on strategic priorities for access agreements. The Director for Fair Access must have regard to guidance issued by the Government setting out its expectations on the areas that institutions should focus on. In 2017/18, institutions plan to spend £833 million through their access agreements.</p>

answer text <p>Private providers of higher education must meet robust financial sustainability standards in order to be designated for student support. Providers that have not been trading for three years must submit a plan to ensure that students can achieve their academic outcomes if they are unable to fully deliver their course.</p><p>In cases of significant financial failure where a private provider goes into administration, the department may grant temporary designation to the new owners to protect the student interest and to allow students to complete their studies.</p><p>The UK quality code for higher education sets out the responsibility of degree awarding bodies when providers delivering their courses become insolvent, cease trading or the agreement is terminated. Degree awarding bodies ensure that adequate contingency plans are in place against these possibilities, but where they occur, a range of solutions may be possible for ensuring that students who wish to complete their course can do so.</p><p>The Higher Education and Research Bill will ensure that in future the Office for Students (OfS) has the necessary powers to require student protection plans are in place for all approved and approved (fee cap) providers, and to intervene if there are signs that quality in any HE institution is failing. The OfS will take a ‘risk based’ approach to student protection, ensuring that the level of protection required in the plan is proportionate to each provider. It is intended that the OfS will monitor the financial health of institutions, alongside other potential ‘triggers’, and will require student protection measures to be implemented whenever there is a risk to student’s continuity of study. We expect these student protection plans to be available to all students, and to set out the protections students can expect if a course closes, or in the rare instance where an institution decides to exit the market.</p>
