answer	answer is ministerial correction date of answer 28/01/2020 answer text <p>(1) The most recent analysis of the number of homes within each Energy Performance Certificate (EPC) band that this Department has is the 2016 English Housing Survey which estimated that over 7 million dwellings in England had an energy efficiency rating of A to C, over 15.5 million dwellings were rated C to D and over 1.1 million dwellings were rated F to G.</p><p>(2) This Department does not hold any information on the amount by which annual CO2 emissions would be reduced if every home within each rating band were to be improved to the next rating band level. The Government is providing councils with access to an additional £1.5 billion for adults and children’s social care in 2020/21. This includes an additional £1 billion of grant funding for adult and children’s social care, on top of maintaining £2.5 billion of existing social care grants. We have one the strongest legislative frameworks in the world to protect all communities from hostility, violence and bigotry, and to deal with the perpetrators of hate crime. We have asked the Law Commission to undertake a full review of the coverage and approach of current hate crime legislative provisions. This will include a review of the existing range of protected characteristics, including race. answer	answer is ministerial correction date of answer 28/01/2020 answer text <p>On 13 January 2020, the Government laid before Parliament new regulations that will require private landlords to make sure the electrical installations in their properties are safe.</p><p>The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require that:</p><ul><li>Electrical installations must be inspected and tested by a qualified and competent person at least every five years;</li><li>Electrical safety standards must be met;</li><li>Reports (known as ‘Electrical Installation Condition Reports or ‘EICRs’) must be provided to tenants, and to local authorities on request.</li></ul><p>The Regulations also set out enforcement powers for local authorities who will be able to tackle those rogue landlords who breach their new duties under the Regulations.</p><p>Subject to approval by parliament, these requirements will come into force for all new tenancies from 1 July 2020 and for all existing tenancies from 1 April 2021.</p> answering member printed Viscount Younger of Leckie question first answered 28/01/2020 17:03:09 answering member 4169 label Biography information for Viscount Younger of Leckie

We have pushed building owners and local authorities hard to identify and remediate unsafe buildings. When we are notified about additional buildings these are reflected in the published data.</p><p>We have also worked closely with local authorities and Fire and Rescue Services to ensure that interim measures are in place in all buildings until the cladding is replaced. Working with the Home Office, the Local Government Association and the National Fire Chiefs Council government has established a protection board to provide greater assurance to central government of Fire and Rescue Service protection activity. The time to complete works varies considerably depending on factors such as structure, extent of cladding and existing fire safety systems. While we accept that for many buildings, this is a complex job involving major construction work we have taken steps to support building owners undertake the work and are continuing to monitor progress. We have made £600 million of public money available for remediation. We are working closely with a named contact for each building to ensure progress is being made. We have written to all building owners in December 2019 emphasising the need for pace.
