answer	answer is ministerial correction date of answer 24/10/2022 answer text <p>Automated External Defibrillators (AED) save lives, which is why the Government has taken action to boost their provision. The Government provides support to aid the purchase of AEDs through VAT refunds on purchases made by local authorities and VAT reliefs for purchases made through voluntary contributions, where the AED is donated to eligible charities or the NHS. Otherwise, they attract the standard rate of VAT.</p><p> </p><p>The Department of Health and Social Care are examining whether there are ways to further expand public access to defibrillators.</p><p> </p><p>Introducing any new VAT reliefs would come at a cost to the Exchequer and any changes should be seen in the context of over £50 billion worth of requests for relief from VAT received since the EU referendum. Given this, there are no plans to change the current VAT treatment on defibrillators. The government agrees with the recommendation made by the Committee of University Chairs (CUC) in its senior staff remuneration code that vice chancellors should not sit on the committee that sets their pay.</p><p> </p><p>The government set up the regulator, the Office for Students (OfS), to regulate the higher education sector and to ensure the sector is delivering real value for money. The OfS has said that universities should, as a minimum, be following the CUC senior staff remuneration code. Universities are autonomous institutions and the Department for Education has not made any specific analysis of their use of NDAs.</p><p>We expect universities to only use NDAs where necessary and appropriate. Any misuse of these agreements to intimidate and silence people is completely unacceptable.</p><p>In a speech on 7 May at the London School of Economics, my hon. Friend, the Minister for Universities, Science, Research and Innovation, said that non-disclosure clauses should only be used in appropriate circumstances, like protecting valuable research findings should a staff member change jobs. He added that they should not be used to cover up inappropriate behaviour or conduct.</p><p>The Department for Business, Energy and Industrial Strategy recently consulted on the best way to tighten the laws around NDAs for workers, ensuring workers are clear on their rights and making it clear in law that people cannot be prevented from speaking to the police or reporting a crime regardless of any NDA. answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>The use of companies that sell bespoke essays to students who pass the work off as their own undermines the reputation of the education system in this country, and devalues the hard work of those succeeding on their own merit.</p><p> </p><p>While it is not currently a criminal offence to operate an essay mill, we are keeping the need for legislation under review. We are mindful however, that countries who have introduced legislation to make the operation of essay mills illegal, appear to have had limited success in pursuing successful prosecutions using that legislation.</p><p> </p><p>In 2016, the Quality Assurance Agency (QAA) found there were approximately 17,000 instances of academic offences per year in the UK.</p><p> </p><p>Our current focus is on non-legislative measures and we expect educational institutions to do everything in their power to prevent students being tempted by these companies. In a university context, that may be through making sure their students are aware of the severe consequences they face under the terms of their student contract if they are caught cheating. The most recent guidance from the QAA highlights the importance of severe sanctions of suspension or expulsion if ‘extremely serious academic misconduct’ has been discovered.</p><p> </p><p>On 20 March 2019, my right hon. Friend, the Secretary of State for Education challenged PayPal to stop processing payments for essay mills. PayPal is now working with businesses associated with essay writing services to ensure its platform is not used to facilitate deceptive and fraudulent practices in education. As part of our planning, we are taking steps to ensure that our schools, further education and higher education institutions, and local authorities are similarly prepared.</p><p> </p><p>The department published guidance to provide information and advice to our stakeholders on how to best prepare. The notices include information on the EU Settlement Scheme and on the arrangements that apply to EU, European Economic Area and Swiss citizens arriving after EU Exit. The notices form part of the government's public information campaign which can be viewed at this link: <a href="https://euexit.campaign.gov.uk/" target="_blank">https://euexit.campaign.gov.uk/</a>. This campaign ensures that UK citizens and organisations, EU citizens living in the UK, and UK nation​als living in the EU are well informed about how EU Exit will affect them and about the practical steps they will need to take to be ready for it.</p><p> </p><p>The department has shared guidance with a large number of our stakeholders across the education sector. answer	answer is ministerial correction date of answer 09/03/2018 answer text <p>Higher education providers are autonomous and independent organisations and as such, decisions on graduation ceremonies and whether to provide support to family members are a matter for individual providers.</p><p>The government expects higher education providers to consider access arrangements when planning graduation ceremonies, including any legal obligations they have under the Equality Act 2010. The Higher Education Act (2017) has established the Office for Students (OfS) which will have a statutory duty to have regard to promote equality of opportunity in access to and participation in higher education.
