answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>The Government rigorously assesses arms export licences against the Consolidated EU and National Arms Export Licensing Criteria. We draw on a wide range of sources of information in making our assessments, including reports from the UN Panel of Experts. We will not issue any export licences for Saudi Arabia that are inconsistent with the Consolidated Criteria, including Criterion 2(c): where there is a clear risk that the goods might be used in the commission of a serious violation of International Humanitarian Law.</p><p>The Government disagrees with the 20 June Court of Appeal judgment and is appealing to the Supreme Court. We are also carefully considering the implications of the judgment for decision-making. answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>​The UK regards a new Implementing Agreement under the United Nations Convention on the Law of the Sea (UNCLOS) on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction as an important step forward in addressing the challenges that the ocean faces. The UK is pressing for an ambitious Agreement to be concluded in 2020. It will be a key mechanism in enabling the designation of 30 per cent of the ocean as Marine Protected Areas by 2030.</p><p>UNCLOS makes clear that the concept of &quot;the common heritage of mankind&quot; applies only to the non-living resources of &quot;the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction.&quot; Any new Implementing Agreement under UNCLOS must be consistent with this concept. The UK is an active member of the International Seabed Authority, which is currently drafting a Code for Deep Sea Mining, and considering a mechanism for the equitable sharing of benefits arising from deep-sea mining.</p><p>The UK supports a regime of benefit sharing under the new Implementing Agreement that is focused on the sharing of scientific data and research and better coordinated capacity building and the transfer of marine technology to developing countries to enable them not only to better share in the sustainable use of the resources of the ocean, but also in its conservation. answer	answer is ministerial correction date of answer 15/05/2019 answer text <p>The Government most recently raised the issue of the ongoing hunger strikes protesting the conditions of Abdullah Ocalan's imprisonment with Turkish authorities on 13 May. While robustly condemning the ongoing violence perpetrated by the PKK (Kurdistan Workers' Party), we encourage Turkey to implement the recommendations of the report on Mr Ocalan's imprisonment produced by the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. In this regard we welcome the fact that Mr Ocalan was granted access to two lawyers on 2 May.</p><p>We also note the comments made by those lawyers in a subsequent press conference, that Mr Ocalan advised against his supporters continuing these hunger strikers to the point that it threatens their health . Withdrawals year by year since 1999 are as follows: in 2000 there were 6; in 2001, 18; in 2002, 11; in 2003, 20; in 2004 19; in 2005, 17; in 2006, 16; in 2007, 31; in 2008, 19; in 2009, 15; in 2010, 14; in 2011, 17; in 2012, 19; in 2013, 34; in 2014, 18, in 2015, 29; in 2016, 44 and in 2017 there were 35 withdrawls.
