answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>DCMS officials were in regular contact with the European Commission throughout 2016 and 2017 about the European Capital of Culture competition, and were notified of the European Commission's decision to discontinue the UK’s eligibility in the competition for the next round (2020-2033).</p><p> </p><p>The UK is seeking an ambitious agreement on cultural cooperation with the EU as part of our future partnership as set out in the Political Declaration. The UK is continuing to explore participation in the successor to Creative Europe, which includes the European Capital of Culture Competition. VisitBritain sit on the Coastal Tourism Leadership Forum (run by the National Coastal Tourism Academy), helping to shape the Coastal Visitor Economy Vision and Action Plan. DCMS are observers at the forum.</p><p> </p><p>My colleagues in the Ministry of Housing, Communities and Local Government also provide support and funding to coastal areas through the Coastal Communities Fund and the Coastal Revival Fund, much of which has a tourism focus. They also document the UK’s GVA every year at a national level (shown in the table below). They do not hold GVA information at a city level. The UK and the EU have proposed reciprocal visa-free travel arrangements to enable UK, EU and EEA citizens to continue to travel freely for tourism in the future. This is the case in both a deal or no deal scenario.</p><p> </p><p>The Government has also confirmed that EU nationals and citizens of Iceland, Liechtenstein, Norway or Switzerland can continue to travel on a national ID card until December 2020 and use e-passport gates when travelling on a passport. This has included £5 million to develop the Dance Hub Birmingham, with £3 million for the creation of a production and administrative space, and the remaining £2 million supporting additional dance activity, firmly placing Birmingham on the map as a national and international centre for dance. It is for each local authority to decide how best to provide their library service ensuring that it meets local needs, including for those library users with a learning disability, or with autism or dementia.</p><p> </p><p>Many library services in England train staff to meet these needs and provide library spaces, resources and support designed for people with these and other disabilities or conditions. For example, Stockton-on-Tees Borough Council received around £100,000 from DCMS through the Libraries: Opportunities for Everyone fund, to develop innovative new spaces in its central libraries, including in Thornaby Library.
