answer text <p>Under the provisions of the Chemical Weapons Convention, it is open to states to raise concerns related to compliance with the Convention. These may take the form of direct consultations, including bilaterally, procedures involving the Organisation for the Prohibition of Chemical Weapons (OPCW) or procedures within the framework of the United Nations. As our Permanent Representative to the OPCW briefed the Executive Council of the OPCW in The Hague on 18 April, <a href="https://www.gov.uk/government/speeches/opcw-executive-council-meeting-18-april-update-on-the-use-of-a-nerve-agent-in-salisbury" target="_blank">https://www.gov.uk/government/speeches/opcw-executive-council-meeting-18-april-update-on-the-use-of-a-nerve-agent-in-salisbury</a>, in 2000, under the umbrella of Article IX of the Chemical Weapons Convention, the UK asked a number of questions of Russia bilaterally, with a view to clarifying issues relating to its CWC declarations. The UK specifically asked Russia about the development of Novichok agents and whether Russia planned to include relevant information in its declarations to the OPCW. The Russian reply indicated Russia believed there was no information which was required to be declared.</p><p>The US has similarly approached Russia bilaterally on compliance issues on a number of occasions in 2002, 2003 and 2006, and have made clear in their 2018 Report to their Congress on Adherence to and Compliance With Arms Control, Nonproliferation, and Disarmament Agreements and Commitments <a href="https://www.state.gov/t/avc/rls/rpt/2018/280532.htm" target="_blank">https://www.state.gov/t/avc/rls/rpt/2018/280532.htm</a> that “the United States does not believe Russia has declared all of its CW stockpile, all CWPFs [chemical weapons production facilities], and all of its CW development facilities” and that “the Russian Federation is in non-compliance with its obligations under the CWC”.</p>

answer text <p>The Foreign Secretary said on 18 March that we had information indicating that within the last decade, Russia has investigated ways of delivering nerve agents likely for assassination and, as part of this programme, Russia has produced and stockpiled small quantities of Novichoks. This is a violation of the Chemical Weapons Convention.</p><p>It is the responsibility of each State Party to the Chemical Weapons Convention to declare any chemical weapons or chemical weapon production facilities under its ownership or possession, and to destroy them. Russia should have done so.</p> more like this

answer text <p>We are bringing forward legislation that doubles the fixed penalty notice for using a handheld mobile phone whilst driving from 3 to 6 penalty points and from a £100 to £200 fine. Drivers within 2 years of gaining their full driving licence who collect 6 penalty points automatically have it revoked under the New Drivers Act. This means that they will have to reapply for a provisional licence, plus resit and pass both the theory and practical driving tests to regain their full driving licence. The Government currently otherwise has no plans to introduce legislation for an automatic ban on drivers for the offence of using a mobile phone whilst driving.</p> more like this

answer text <p>Highways England’s latest Delivery Plan states that the start of works for the M4 Junction 3-12 scheme is the fourth quarter of 2016/2017 and it will open to traffic in 2021/22.</p><p> </p><p>Measures to avoid delays to traffic during the construction period include:</p><ul><li>Maintaining three lanes of traffic in each direction during peak periods</li><li>Using average speed camera equipment to smooth flows and improve safety and journey time reliability</li><li>Installing a CCTV system to identify vehicles in need of recovery and other incidents, with free recovery of broken down vehicles to remove obstructions and keep traffic flowing</li><li>Minimising traffic management during Bank Holiday periods and working with major events to coordinate traffic management</li><li>Timing overnight lane closures and full carriageway closures at less sensitive times.</li></ul><p> </p> more like this

answer text <p>The Spending Review 2015 settlement announced by the Chancellor on 25 November sets out an updated funding envelope for delivering the HS2 project in 2015 prices of £55.7bn. This includes provision for rolling stock, including motive power. The underlying budget for this project has not changed.
