<p>There is no difference. Our locally-led Garden Cities prospectus, published in
April, offered a package of support to localities wishing to bring forward new high
quality, well designed new communities which put the resident at the heart of planning.
As stated in that prospectus, the Government does not wish to impose a set of detailed
development principles on localities taking forward new garden cities, but will instead
work with localities to support them in developing and delivering their own vision.</p><p>
