answer	answer is ministerial correction date of answer 06/11/2014 answer text <p>The Department is currently working with the Council Tax Partnership Forum and local authorities to identify appropriate and proportionate data for the independent three-year review of the local council tax support policy.</p><p> </p><p>The timetable, coverage, process for data collection and detailed terms of reference for the review will be agreed and published in due course.</p><p> </p><p>Spending on council tax benefit doubled under the last Government, costing taxpayers £4 billion a year—equivalent to almost £180 a year per household. Welfare reform is vital to tackle the budget deficit by the last Administration.</p><p> </p><p>Our reforms to localise council tax support now give councils stronger incentives to support local firms, cut fraud, promote local enterprise and get people to into work. In addition, as part of its work on Universal Credit, the Department is commissioning budgeting support for claimants who need help and is establishing local delivery partnerships with local government to help provide this.</p><p><br>The Government-funded Money Advice Survey offers advice on managing personal debt, money management and budgeting. Face to face debt advice is provided by Citizens Advice, under contract with the Money Advice Service.</p><p><br>Department for Business Innovation and Skills also provide funding for the Citizens Advice Bureau, which provides people with advice on debt and other issues.</p><p><br>More generally, the Department for Communities and Local Government issued guidance to councils last year on good practice in the collection of council tax arrears. In addition our planning guidance makes clear that the need for renewable energy does not automatically override environmental protection and the planning concerns of local communities.</p><p> </p><p>Under the National Planning Policy Framework Areas of Outstanding Natural Beauty have the highest status of protection in relation to landscape and scenic beauty. Strong planning protection also applies to Sites of Special Scientific Interest. In contrast to this top-down strategy which relied on distant and unaccountable regional government to facilitate ideas, we have focused on empowering local communities.</p><p> </p><p>This Government recognises the economic and social challenges faced by coastal and seaside communities and is committed to making them better places to live, work and visit. That is why we set up the Coastal Communities Fund. This has provided £62 million in grants to 114 projects across UK, levering in £96 million of other funding and delivering over 8,600 jobs, 3,300 training places and over 400 new business start-ups.</p><p> </p><p>We have given communities the means to take control and act in the best interests of their local area through a wide toolkit of powers, options and incentives to help drive growth and jobs.
