answer text <p>The Government is committed to delivering the Goals at home and around the world. The UK’s first Voluntary National Review shows some of the actions we are taking on all 17 Goals, and the progress we are making. For example, our pioneering Modern Slavery Act is supporting our delivery of Goals 8 and 16, to tackle injustices and exploitation in the UK and internationally.</p><p> </p><p>The Goals are embedded in departments’ single departmental plans – this remains the most effective mechanism for monitoring their delivery.</p><p> </p><p>Following the Voluntary National Review, we are reviewing existing mechanisms that oversee Government’s contribution to domestic delivery of the Goals, building on the Single Departmental Plan process. This will strengthen accountability and cross-government work on the Goals.</p> more like this

answer text <p>The State of Food Security and Nutrition in the World (SOFI) report shows that progress without significantly increased efforts, the world will fall far short of achieving the target of eradicating hunger by 2030. The UK is playing its part to ending hunger and undernutrition through its substantial portfolio of humanitarian support and longer-term responses to tackling chronic hunger and supporting food security by transforming agriculture. We are aware that the international community needs to do more. We are discussing opportunities for scaled-up and improved global interventions, including the German-initiated proposal for a major SDG2 event in 2020, bringing together world leaders to agree commitments to reverse the negative trend on hunger and progress SDG2 on the road to 2030, and are supporting the Government of Japan in its preparations for the 2020 Nutrition for Growth Summit.</p> more like this

answer text <p>Eritrea’s location in the Horn of Africa makes it susceptible to extreme weather events such as droughts and flooding. We are concerned by deteriorating levels of food security in the Horn of Africa as a result of poor rainfall across much of the region. Slower economic growth and the residual effects of war also perpetuate the vulnerability of Eritrea’s population.</p><p> </p><p>DFID has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. DFID has recently agreed to extend funding to UNICEF Eritrea until March 2021.</p> more like this

answer text <p>The British Government has worked very closely with all the British Overseas Territories (OTs) to surface their concerns and interests in relation to EU Exit since the referendum. Given Saint Helena's association with the EU through the 2013 Overseas Association Decision (OAD), it currently benefits from non-reciprocal tariff-free quota-free access to the EU's goods market. In a no-deal scenario, Saint Helena may lose this preferential access.</p><p>We continue to support all the territories so that their businesses are prepared to trade with the EU, if necessary, as a non-EU associated territory. The UK Government has also made provisions in the Cross Border Taxation Act for all EU associated territories to retain tariff and quota-free access to the UK market.</p><p>We are committed to negotiating a good deal for the Overseas Territories as part of our negotiations with the EU on the future partnership.</p> more like this

answer text <p>We are concerned by Iranian threats to disrupt shipping and are working hard to ensure ships are able to move freely and safely. The UK is focused on de-escalation and we continue to urge the Iranian authorities to reduce tensions. The former Foreign Secretary spoke to Foreign Minister Zarif on 13 July to discuss the importance of finding a resolution to the current situation. We have been clear that Gibraltar’s action, with UK assistance, to detain the Grace 1 tanker was to enforce EU Syria sanctions in Gibraltar’s territorial waters on the basis that the oil was being transported to a sanctioned Syrian entity. The investigations being conducted around the Grace 1 remain a matter for the Government of Gibraltar.</p> more like this

We continue to urge Pakistan to honour in practice its human rights obligations related to religious minorities.</p><p>As the Prime Minister's Special Envoy for Freedom of Religion or Belief I continue to raise the issue of protection of christian communities in Pakistan. I raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan's Federal Human Rights Minister, Dr. Shireen Mazari, during a visit to Pakistan in February 2019. The former Foreign Secretary discussed the treatment of minority religious communities with Pakistan's Foreign Minister Qureshi during his visit to the UK in June 2019.</p> more like this

answer text <p>In the 2016 Multilateral Development Review, the Department for International Development (DFID) assessed that the Commonwealth Secretariat was in need of further reform if it was to fulfil its crucial role at the heart of the Commonwealth. DFID agreed a Performance Management Agreement with the Secretariat for its future contributions to the Commonwealth Fund for Technical Cooperation. In its 2018 annual review of its support to Commonwealth institutions, DFID confirmed that the Secretariat had met all the criteria for the release of the first three tranches of support under the Agreement.</p><p>The Foreign and Commonwealth Office commissioned an external Central Assurance Assessment of the Commonwealth Secretariat earlier this year. While this Assessment did not specifically consider value for money, it reported that reasonable progress had been made in demonstrating that the internal control environment was effective.</p><p>The Secretariat's external auditors gave an unqualified opinion - with no recommendations - on the 2017/18 financial statements for all three of the main Secretariat funds.</p><p>Through our active membership of the Secretariat's Board of Governors and Executive Committee, we are committed to ensuring that the Secretariat makes efficient use of public funds, with maximum impact and value for money for its member states and their citizens.</p><p>At the request of Foreign Ministers, to fulfil a commission from Heads of Government, the Secretariat's Board of Governors has made recommendations to enhance the Secretariat's governance. Once implemented, they would make a significant difference to the effective operation of the Secretariat. We hope that they will be adopted soon.</p>
