<p>Closures have been central to Network Rail’s level crossing risk reduction strategy
for the last seven years. Over 1000 crossings have been closed during this time, significantly
contributing towards reduced risk and improved safety across the rail network. Level
crossing closure (by means of bridge, underpass, diversion or extinguishment of legal
rights of way) is often the only solution that will mitigate level crossing safety
risk completely. Network Rail undertakes many different assessments to build a case
for closure and identify alternative routes for those on foot or on horse and any
proposed closures require agreement from local stakeholders and authorities, otherwise
they are likely to proceed to a public enquiry.</p>
