answer text <p>We welcome the successes achieved by the Nigerian armed forces against Boko Haram, pushing the group out of key towns in North East Nigeria. However, Boko Haram continues to present a serious threat to security in North East Nigeria and the wider region. We estimate that over 20,000 people have been killed by Boko Haram, over 2.4 million people displaced and over 17 million affected by the Boko Haram insurgency across the Lake Chad basin. In March 2015 Boko Haram pledged allegiance to Daesh, since then there has been a split between factions within Boko Haram.</p> more like this

answer text <p>Closures have been central to Network Rail’s level crossing risk reduction strategy for the last seven years. Over 1000 crossings have been closed during this time, significantly contributing towards reduced risk and improved safety across the rail network. Level crossing closure (by means of bridge, underpass, diversion or extinguishment of legal rights of way) is often the only solution that will mitigate level crossing safety risk completely. Network Rail undertakes many different assessments to build a case for closure and identify alternative routes for those on foot or on horse and any proposed closures require agreement from local stakeholders and authorities, otherwise they are likely to proceed to a public enquiry.</p> more like this

answer text <p>The Autumn Statement provided an additional £2.3 billion for transport including: £1.1 billion for the local road network and £220 million to relieve congestion on the strategic road network; £150m for flood resilience activity; £80m to accelerate the rollout of Smart Ticketing; £390m for future transport technologies such as low emission and connected autonomous vehicles; and £450 million to trial digital signalling technology on the rail network to help improve reliability. We will announce in due course how this money will be spent, but it is likely to include investment in Lancashire.</p><p> </p><p>There were no specific provisions in the Autumn Statement for improvements to the railway between Preston and Colne. However, as part of our commitment to transport investment to build the Northern Powerhouse, passengers travelling on that line will get a full hourly Sunday service – twice as many trains on Sunday compared to now, and with the entire Northern fleet being refurbished, passengers will notice rolling stock improvements across the franchise. Beyond that there is a franchise wide, £38m investment in bringing stations up to standard, with benefits for many stations including new platform seating, replacement shelters, new waiting rooms and toilets, and customer information screens.</p><p> </p><p>Next year the Government will set out its priorities for investment in railway services and infrastructure in the next railway Control Period (2019-2024). This will be informed by advice from the industry, Transport for the North and other stakeholders.</p>

answer text <p>Interested parties have raised reinstatement of this link in correspondence and in meetings with Ministers and officials in the Department for Transport on a number of occasions this year. In particular, my Ministerial colleague Andrew Jones, Member of Parliament for Harrogate, met the Member for Pendle (Andrew Stephenson) and representatives of the SELRAP campaign group in July.</p><p> </p><p>In line with our devolution policies, it is for the relevant local transport authorities and Local Enterprise Partnerships to decide whether to take forward reinstatement of this link to support regional economic connectivity and growth, and to secure appropriate funding. The Government makes substantial funding available to local bodies, including through the Local Growth Fund, to support them in delivering their priorities. The Department, and Rail North/Transport for the North, are ready to work with these local bodies should they wish to progress this scheme.</p> more like this

answer text <p>The six cities voluntarily came together as the ‘One North’ group in response to Sir David Higgins’ March 2014 report ‘HS2 Plus’, which recommended that proposals be developed for improved connections between the North’s cities and largest international gateways (ports and airports) to complement High Speed 2.</p><p> </p><p>Subsequently the Transport for the North Partnership Board was established with representation for every local transport authority and Local Enterprise Partnership in the north of England. answer text <p>Through the Northern Rail franchise, the Settle &amp; Carlisle line will benefit from an extra departure from Leeds between 1600 and 1900 and two extra Sunday services.</p><p> </p><p>The trains will also be fully refurbished including:-</p><p>o Re-seating and re-cushioning</p><p>o LED lighting</p><p>o WiFi</p><p>o CCTV</p><p>o New floor coverings</p><p>o Toilet with baby-change facility.</p><p> </p><p>There will also be investment in station improvements on the line</p><p> </p><p>No discussions have, or are planned to, occur with relevant train operators on those routes (East Midlands Trains and Virgin East Coast Trains) or local campaign groups to extend services from Leeds to Carlisle and Glasgow via the Settle and Carlisle line.</p><p> </p><p>However, the work to specify the next East Midlands franchise has commenced and a vital part of meeting the Department for Transport’s ambitions involves asking stakeholders and passengers what they would like to see from the new East Midlands franchise. As with all franchise competitions, a public consultation exercise will be launched shortly through which aspirations for future facilities and rail services can be submitted to the Department.</p>

The ambition is to dramatically improve journey times and frequencies between the major cities of the North; identified as Manchester, Liverpool, Leeds, Sheffield, Newcastle and Hull.</p><p> </p><p>The option development includes assessment of the benefits of serving other economic centres, such as Bradford either directly or by released capacity.</p><p> </p><p>TfN are currently reviewing proposals for the potential route options, their capabilities, and their costs and benefits for both the economy and passengers.</p> more like this

answer text <p>The Government is working closely with the Civil Aviation Authority (CAA) and industry to adapt and strengthen UK regulations as drone use and the related technology develops.</p><p> </p><p>Small drones in the UK, those weighing 20kg or less, must be flown in accordance with Articles 94, 95 and 23 of the Air Navigation Order 2016 (ANO). Drones of more than 20kg are subject to all relevant provisions of the ANO. The ANO covers the use of drones by public bodies, commercial and voluntary organisations, and individuals, as well as the police and other security services. The use of drones in UK airspace by UK Armed Forces is regulated by the Military Aviation Authority.</p><p> </p><p>Drones of more than 150kg are also subject to European safety legislation, in particular, the European Aviation Safety Agency Basic Regulation 216/2008. answer text <p>We anticipate that a number of changes will be required to the regulatory framework for driving to facilitate the safe use of automated vehicle technology as it arrives to market. The document <em>Pathway to driverless cars: a regulatory review</em> sets out a number of areas in which these changes may need to take place. As technology continues to develop, we intend to keep our regulation under constant review and act quickly, so that we can all make use of the opportunities offered to us by the safe use of automated vehicle technology. answer text <p>It is possible to test automated vehicles on the UK's roads. Our world-leading Code of Practice clearly and simply sets out that tests must be carried out in line with UK law and that there must be: a driver or operator who is present, ready, able and willing to take control if necessary; appropriate insurance in place; and the vehicle must be road worthy.</p><p> </p><p>In terms of enabling the safe use of automated vehicle technology, we have embarked on a rolling programme of regulatory reviews. The first wave of this programme began earlier this year with our consultation on insurance for automated vehicles and changes to the regulatory framework for driving for advanced driver assistance systems. We now intend to take forward automated vehicle insurance measures in the Modern Transport Bill as announced in this year's Queens Speech.</p> more like this
