answer text <p>The government believes that HS2 should be designed to a maximum speed of 360km/h, with a route alignment enabling up to 400km/h in the future. In 2012 HS2 Ltd advised that the cost of building the Phase 1 consulted route at 200km/h would be 9% lower than the cost of a route designed to a maximum speed of 360km/h. An intermediate speed option of 300km/h was considered to test the operating cost and value for money implications of a lower operating speed. This option increased journey times, reducing the forecast benefit-cost ratio of the Scheme.</p><p> </p><p>Whilst a lower operating speed – including 320 km/h - could result in marginally reduced rolling stock capital costs and some reduction to operating costs; these are more than offset by the significant loss in revenue and user benefits.</p><p>It is too early to confirm whether the manufacture or assembly of the trains will take place in the UK. However, when tendering, bidders will be required to make clear how their proposal in respect of designing, building, testing and maintaining the rolling stock will deliver the HS2 Programme’s strategic goals and objectives. These include the development of long term design and manufacturing skills, creation of employment opportunities and investment in workforce education to add value to the UK economy.</p>

The Article itself does not require any action to be taken for it to be introduced in Member States; this is a Regulation and is directly applicable. answer text <p>Average waiting times for telephone calls to be answered by the Driver and Vehicle Licensing Agency’s (DVLA) contact centre are determined by its automated call monitoring system. The 32 seconds waiting time was the average between April 2016 and January 2017.</p><p> </p><p>Since 2010, the DVLA’s contact centre advisers handle on average 10.6 million calls each year. Over this period, the DVLA has received 72 complaints in the average year about busy lines. A further breakdown to determine specifically those complaints about telephones calls that have not been answered or have been subject to lengthy waiting times is not available.</p> more like this

answer text <p>The Department for Transport and the Civil Aviation Authority (CAA) work with a wide range of partners, including the British Airline Pilots' Association and the Police, to ensure our understanding of potential hazards to aircraft remains up to date. Work is underway to better understand the risk posed by drones to commercial aircraft and ensure that the regulatory and industry responses remain fit for purpose. We continue to develop proposals which we will put forward in the near future, and in December 2016 the Government launched a consultation to determine if further measures are needed in this area.</p><p> </p><p>We have also been working closely with the CAA and industry to adapt and strengthen regulations and implement mitigations as drones use and the related technology evolves. This has led to a new safety awareness campaign aimed at leisure drone users. So far, this has included the launch of a new www.dronesafe.uk website, a #400ftBritain drone photography competition that highlights safety rules, and a free new app ‘Drone Assist’ by NATS, which shows users where they should and should not fly in their locality.</p>

answer text <p>On 22 December, Department for Communities and Local Government Officials wrote to Local Authority Chief Executives in London, Surrey, Sussex, Kent and Hampshire and Local Resilience Forum Chairs in London, Kent, Surrey, Sussex, Hampshire and Isle of Wight, to request support for contingency plans aimed at minimising disruption for passengers as a result of the industrial action affecting Southern rail train services, in particular the ASLEF strike planned for the week commencing 9<sup>th</sup> January.</p><p> </p><p>The Government has not provided additional funding to local authorities specific to the request from the Department for Communities and Local Government for support to minimise disruption as a result of strikes on Southern Rail and were not asked for funding.</p> more like this

answer text <p>The A130 is a local road and its management is the responsibility of the local highways authority – in this instance Essex County Council. I understand that the section you are referring to has been coned off after issues were discovered during routine inspections. The additional lanes have been completed but remain coned off after a routine inspection highlighted issues with crash barriers along the route.</p><p> </p><p>Further investigation work over recent months has revealed a need to reconstruct the ground alongside the carriageway as a preventative measure to protect against the risk of slippage in the long-term.</p><p> </p><p>I understand work to resolve these issues is due to begin in March.</p> more like this
