The technology must meet the safety requirements set out in Commission Regulation (EU) No 1141/2011 and Council Recommendation 1999/519/EU for the protection of the health of workers and the general public. Manufacturers must ensure their Security Scanner equipment conform to these standards and that they also comply with requirements for electromagnetic compatibility to ensure they do not interfere with other electronic devices. This is conducted by independent third parties. To be used in UK airports Security Scanner must additionally comply with security performance standards as defined in UK regulations. Compliance with the security requirements is conducted by the European Civil Aviation Conference (ECAC) before being approved by the Department for Transport for operational use. answer	answer is ministerial correction date of answer 12/02/2015 answer text <p>Since 2010, we have taken forward a wide range of activities to help communities adapt to changing high streets.</p><p> </p><p>In 2011 the Prime Minister and Deputy Prime Minister commissioned retail expert Mary Portas to conduct an independent review, and the Government accepted all but one of the 28 recommendations.</p><p> </p><p>The Government provided direct funding and support to 24 Portas Pilots (a further 3 were funded by the Mayor of London) and over 330 town teams, who are working with local communities, businesses and local authorities to identify and tackle the issues faced in their local area.</p><p> </p><p>We established the Future High Streets Forum, to advise Government and develop practical policies. The Forum has worked with us to launch the successful Great British High Streets Portal, which brings together practical support and advice for all local authorities and groups working to regenerate their town centres. In 2014, we launched the Great British High Street Awards, which have been a great success, and will be running again in 2015.</p><p> </p><p>We have provided support for retail markets, including funding for the ‘Love Your Local Market’ campaigns.</p><p> </p><p>We have provided support for the establishment of Business Improvement Districts with a loan fund to help start up costs. In November 2014, we announced new measures to strengthen the role of Business Improvement Districts, to ensure they are able to have a play a key role in shaping and revitalising their town centres.</p><p> </p><p>We have increased business rate discounts for 300,000 businesses including doubling small business rate relief, capping the inflation increase to 2%, and a targeted discount for smaller shops, pubs and restaurants. In total this amounted to over £1.4 billion of government support.</p><p> </p><p>We have also given local councils wide-ranging, discretionary powers to grant business rates discounts as they see fit, empowering them to invest in the future of their town centres. answer	answer is ministerial correction date of answer 07/01/2015 answer text <p>The Government has stated its clear intent to use the Deregulation Bill to help reform the outdated provisions of section 25 of the Greater London Council (General Powers) Act 1973.</p><p> </p><p>Londoners who want to rent out their homes for less than 90 consecutive days, such as through a service like Airbnb, technically still have to pay to apply for planning permission from their council – something that does not apply anywhere else in the country. These provisions caused controversy during the 2012 Olympics, and are irregularly enforced by different London boroughs leading to confusion.</p><p> </p><p> </p><p> </p><p>We want to change this archaic system by giving Londoners the freedom to rent out their homes on a temporary basis, such as when they are on holiday, without having to deal with unnecessary red tape and the bureaucracy of paying of a municipal permit. The internet is changing the way we work and live, and the law needs to catch up.</p><p> </p><p> </p><p> </p><p>The measure will not allow homes to be turned into hotels or hostels – this would still require ‘change of use’ planning permission, and measures will be put in place to prevent abuse of such reforms or the permanent loss of residential accommodation.</p><p> </p><p> </p><p> </p><p>Such reforms will benefit London’s strong tourism industry by expanding the pool of competitively priced accommodation, and allow families to earn some extra cash when they themselves go away on holiday.</p><p> </p><p> </p><p> </p><p>Such reforms would follow changes introduced last year to make it easier for residents to rent out an unused home parking space to earn extra money, helping expand the availability of parking options for commuters and visitors.</p><p> </p><p> </p><p> </p><p>We are planning to publish the Government’s formal response to the consultation on the <em>Review of Property Conditions in the Private Rented Sector</em>; we will also publish details of our proposed approach to the detail of the underlying secondary legislation ahead of Lords Report debate on the enabling primary legislation.</p><p> </p> answering member printed Lord Ahmad of Wimbledon grouped question UIN HL3615 HL3616 question first answered 07/01/2015 14:08:21 answering member 4210 label Biography information for Lord Ahmad of Wimbledon
