answer text <p>In England and Wales, excluding London, rickshaws (in the form of pedal-powered vehicles for carrying passengers, often also referred to as pedicabs) are regulated as taxis. They are therefore required to meet a local licensing authority’s taxi licensing conditions and any applicable byelaws. Under the different legislation that applies to London, they fall outside the scope of taxi regulation. The police have some limited powers to address inappropriate behaviour such as obstructing footways or driving in a reckless manner. The Government has recently announced its intention to introduce legislation to enable Transport for London to regulate pedicabs in London.</p> more like this

answer text <p>The government recognises that Liverpool is a major city and a significant market. Evidence from Liverpool City Region has been assessed but no decision has yet been made on the Phase Two route other than the route to Crewe.</p><br /><p>Liverpool will benefit from day one of HS2. Phase One will cut 28 minutes from the journey time between Liverpool and London. Accelerating the line to Crewe will reduce journeys by a further 14 minutes.</p><br /><p>HS2 will ensure that it maximises the synergies with the Northern Powerhouse, to make the most of the two networks. In this way opportunities may be created for Liverpool to benefit still further.</p> more like this

answer text <p>The Government is continuing to consider the Law Commission’s recommendations for reforming taxi and private hire legislation, including the proposal that rickshaws in London are brought within the regulatory regime for taxis and private hire vehicles.</p><br /><p>We are already engaged with the Mayor of London in discussing the implementation of the recommendations from the Law Commission.</p><br /><p>The Government will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.</p> more like this

answer text <p>My Department has no specific role in relation to council-owned park land. My answer of 29 January 2015, HL4224, outlined the broader legal framework for the disposal of property assets by local authorities. The sale of park land is not something we have encouraged – rather, councils should be disposing of brownfield land and redundant buildings.</p><p> </p><p>The Localism Act 2011 has introduced a Community Right to Bid, and parks and green spaces are good examples of sites that could be nominated as an asset of community value.</p><p> </p><p>This Government has also introduced a new local planning designation for local green spaces. This could be designated by a local planning authority in its Local Plan or by a local neighbourhood through a neighbourhood plan. This could include park land.</p><p> </p><p>Of course, local elections provide a mechanism for decisions and policies of councils to be challenged by local residents.</p><p> </p> more like this

answer text <p>The Secretary of State has received a request to call in a planning application for residential dwellings at land off Park Avenue, Mossley Hill, Liverpool. I understand that this is generally referred to as Sefton Park Meadows.</p><p> </p><p><br> <br> The application is still under consideration by Liverpool City Council and it is not the policy of the Government to intervene at such an early stage in the process. answer text <p>Since 2010, we have taken forward a wide range of activities to help communities adapt to changing high streets.</p><p> </p><p>In 2011 the Prime Minister and Deputy Prime Minister commissioned retail expert Mary Portas to conduct an independent review, and the Government accepted all but one of the 28 recommendations.</p><p> </p><p>The Government provided direct funding and support to 24 Portas Pilots (a further 3 were funded by the Mayor of London) and over 330 town teams, who are working with local communities, businesses and local authorities to identify and tackle the issues faced in their local area.</p><p> </p><p>We established the Future High Streets Forum, to advise Government and develop practical policies. The Forum has worked with us to launch the successful Great British High Streets Portal, which brings together practical support and advice for all local authorities and groups working to regenerate their town centres. In 2014, we launched the Great British High Street Awards, which have been a great success, and will be running again in 2015.</p><p> </p><p>We have provided support for retail markets, including funding for the ‘Love Your Local Market’ campaigns.</p><p> </p><p>We have provided support for the establishment of Business Improvement Districts with a loan fund to help start up costs. In November 2014, we announced new measures to strengthen the role of Business Improvement Districts, to ensure they are able to have a play a key role in shaping and revitalising their town centres.</p><p> </p><p>We have increased business rate discounts for 300,000 businesses including doubling small business rate relief, capping the inflation increase to 2%, and a targeted discount for smaller shops, pubs and restaurants. In total this amounted to over £1.4 billion of government support.</p><p> </p><p>We have also given local councils wide-ranging, discretionary powers to grant business rates discounts as they see fit, empowering them to invest in the future of their town centres. Where they do so, central Government will automatically meet 50% of any costs.</p><p> </p><p>We are also tackling aggressive parking enforcement, and have introduced new permitted development rights to help town centres to be more flexible.</p><p><br><br>Recent research demonstrated that the internet can be a friend to the high street, with 'click and collect' being an increasing driver for footfall to town centres.</p>

answer text <p> </p><p>Reports on ward boundaries are not made to the Government. The electoral arrangements of a local authority (number of councillors and the number and boundaries of electoral areas) are matters that are entirely the responsibility of the independent Local Government Boundary Commission for England which itself makes the statutory order, subject to Parliament not objecting to a draft of the proposed order, implementing any new electoral arrangements. Recommendations for changes to administrative (district and county) boundaries are required to be sent to the Secretary of State but the Commission has no such reviews in hand.</p><p> </p> more like this
