answer text <p>The UK remains deeply concerned by ongoing discrimination against the Rohingya in Myanmar. We will continue to use our role at the UN Security Council to maintain a spotlight on Myanmar, including the treatment of the Rohingya, the need for unhindered humanitarian access and for the root causes of the conflict in Rakhine State to be addressed. The UK supports efforts to strengthen accountability in Myanmar. We have provided over £600,000 to the UN Independent Investigative Mechanism for Myanmar, and established the Myanmar Witness project, in order to collect and preserve evidence of human rights violations, including against the Rohingya.</p> more like this

answer text <p>We continue to use our UN Security Council (UNSC) penholder role to maintain a spotlight on Myanmar, including the Rohingya. In December 2022, the UNSC passed a landmark resolution on Myanmar, led by the UK, which stressed the need to address the root causes of the crisis in Rakhine State and create the conditions for the voluntary, safe and dignified return of Rohingya refugees. In December, at the Global Refugee Forum, the Minister for the Indo-Pacific reiterated this commitment. We will continue to use our platform in multilateral fora to reiterate UK support for sustainable solutions to improve the conditions in Myanmar's Rakhine State.</p> more like this

We are clear that Myanmar must comply with the Order. In November, we jointly filed a declaration of intervention at the ICJ in The Gambia's case alleging Myanmar has perpetrated genocide against the Rohingya, in order to set out our interpretation of the relevant provisions of the Genocide Convention before the Court. answer text <p>The UK continues to raise with the Government of Bangladesh the need for returns of Rohingya to Myanmar to be safe, voluntary and dignified, when conditions there allow.</p><p>The UK also frequently makes representations to the United Nations High Commissioner for Refugees (UNHCR) about their role in the repatriations process, and works closely with them to support their remit of monitoring and assessing voluntariness of returns on both sides of the border. UNHCR are clear that conditions in Myanmar's Rakhine State are currently not conducive for repatriations. Donors have collectively raised concerns regarding UNHCR and the World Food Programme (WFP) in Myanmar providing transport to the junta. Our Permanent Representative to the UK Mission in in Geneva raised it with UNHCR HQ. We do not support UNHCR and WFPs actions, and are monitoring the situation closely.</p><p>In August 2022 the UK announced its intention to intervene in the International Court of Justice case regarding Myanmar's acts against the Rohingya. In December 2022 the UN Security Council passed a UK-led resolution on the Myanmar situation, the first in 74 years. We will continue to use our platform in international fora to improve the conditions in Myanmar, and support the Rohingya's safe, voluntary and dignified return to their homeland.</p>

answer text <p>It remains UK Government policy that any judgement on whether genocide or crimes against humanity have occurred is a matter for a competent national or international court or tribunal, after consideration of all the available evidence, rather than for governments or non-judicial bodies. We welcome the International Court of Justice's (ICJ) consideration of this issue, where there is an ongoing case brought by The Gambia against Myanmar for its alleged breach of the Genocide Convention. The UK supports the ICJ process which is putting pressure on Myanmar to protect the Rohingya. We provided funding to enable Rohingya refugees to attend the ICJ hearing in December 2019.</p><p>The Rohingya crisis remains a UK priority. We continue to support the humanitarian responses on both sides of the border. In Rakhine state the UK has provided over £81 million to all communities since 2017, including over £25 million for the Rohingya and other Muslim minorities for support such as nutrition and health.</p>

answer text <p>The coup has exacerbated the situation for the Rohingya who remain in Rakhine state, increasing the risk of further atrocities. We are monitoring political and security developments closely, to ensure continued access to and protection of the Rohingya and other vulnerable and conflict-affected groups. In Rakhine state the UK has provided over £44m to all communities since 2017, including over £25m for the Rohingya for support such as nutrition and health.</p><p>The UK secured UN Security Council Press Statements on 11 March and 10 November 2021, that expressed concern over the coup's impact on the Rohingya people and the prospect of voluntary, safe and dignified return to Myanmar. answer text <p>600,000 Rohingya remain in Rakhine, including 128,000 who have been confined to camps since 2012. These communities face significant discrimination, including restrictions on freedom of movement and access to healthcare. The Foreign Secretary and Minister Adams both raised the use of discriminatory laws to disenfranchise the Rohingya with Myanmar's government prior to their elections in November 2020. The Prime Minister called State Counsellor Aung San Suu Kyi after the elections and reiterated the UK's concern at the plight faced by the Rohingya. We have urged the Government of Myanmar to comply with the International Court of Justice's provisional measures ruling which would ensure that the Rohingya are protected from further atrocities. The UK has provided over £44 million to all communities in Rakhine since 2017, including over £25 million for the Rohingya. answer text <p>The UK, a lead donor on both sides of the border, is working hard to find solutions to the Rohingya crisis. We have convened the UN Security Council three times this year to discuss the Rohingya crisis and continue to use our UN role and bilateral engagement to push for solutions.</p><p>We support sanctions that target those responsible for human rights violations, which is why we listed the top two Myanmar generals in the Global Human Rights sanction regime in July.</p><p>The UK has publicly supported the ICJ case and provisional measures which are putting pressure on Myanmar to protect the Rohingya. We will continue to consider whether a UK legal intervention would add value to the merits of the case.</p><p>We recognise concerns about the impartiality of the Union Election Commission. We are not providing any direct financial support to the UEC, but are working through partners to promote international best practice and long-term institutional strengthening.</p><p>Supporting IDPs and refugees remains a priority and in 2019/20 we provided £30 million to support the displaced and conflict affected in Myanmar. The UK has ensured both a total and percentage increase in bilateral aid provided to IDPs and conflict affected people in Myanmar over the last three years.</p><p>We are deeply concerned about the denial of citizenship to the Rohingya, the Minister of State for Asia and the Pacific raised the issue of linking citizenship to voting rights when he spoke to the Myanmar Minister for International Cooperation in June.</p><p>The UK supports the RAC recommendation to reform the 1982 Citizenship Law and we calling on the Myanmar government, both publicly and privately, to fully implement the RAC recommendations.</p>

In a statement on 23 January 2020, the former Minister for Asia and the Pacific encouraged the Government of Myanmar to abide by the International Court of Justice's provisional measures and implement the recommendations of the Independent Commission of Enquiry in order to protect the Rohingya and to bring the perpetrators of atrocities to justice.
