answer text <p>Afghanistan needs inclusive politics that reflects the country's diversity and represents all its communities, including women. Under the previous government, women held over a quarter of the seats in Afghanistan's parliament. We are deeply concerned about human rights in Afghanistan, including violence and discrimination towards religious minorities, and the rights of women and girls.</p><p>We have made inclusivity and human rights central to our contact with the Taliban to date, including the visit to Kabul on 5 October by the Prime Minister's Special Representative for Afghanistan Transition, Sir Simon Gass. The UK remains committed to supporting Afghanistan on its path to a more peaceful future. We will continue to work with international partners to call for freedom of religion, and the rights of women and girls to be respected. For international acceptance, the Taliban must ensure safe passage for those who wish to leave the country, respect the rights of women and girls and prevent Afghanistan from again becoming a place where terrorism flourishes. Alongside human rights, we have prioritised the importance of good governance to help reduce the impact of terrorism, migration and corruption, as well as supporting regional stability.</p>

answer text <p>I most recently visited Uzbekistan on 14 September, after also visiting Uzbekistan and Tajikistan in the week of 30 August for discussions on Afghanistan. The former Foreign Secretary also had telephone conversations with the Uzbek Foreign Minister on 6 September and the Tajik Foreign Minister on 2 September. I called the Deputy Foreign Minister of Turkmenistan, on 3 September, the Foreign Minister of Uzbekistan on 25 August and Deputy Foreign Minister of Tajikistan on the same day. We held discussions with counterparts on securing safe passage for those fleeing Afghanistan and advancing the government's international priorities.</p> more like this

answer text <p>HMG continues to galvanise the international community, and bring together the widest possible group of influential countries, to deliver on UK strategic priorities and exercise the maximum moderating influence on the Taliban that we possibly can. This has included calls and meetings between the Prime Minister and his counterpart in Pakistan, and between Ministers and their counterparts in Pakistan and China. The UK drove the adoption of Security Council resolution 2593 alongside France; we are pressing for further discussions amongst the Permanent Members of the UN Security Council and we plan to host an event at the UN General Assembly later this month.</p> more like this

answer text <p>British Embassy officials in Kabul regularly meet with representatives from religious minority groups to hear their concerns. We continue to stress that the human rights of all Afghans should be protected. We also continue to make public condemnations about targeted killings and violence against minorities, calling for transparent investigations. The UK is committed to defending freedom of religion or belief (FoRB) for all, and promoting respect between different religious and non-religious communities around the world. Only a negotiated and inclusive settlement will bring sustainable peace to Afghanistan. We continue to make clear to all sides that any political settlement must protect the progress made in the country, including protection for women and minority groups.</p><p>The UK has a proud record of providing protection for people who need it, in accordance with our obligations under the Refugee Convention and the European Convention on Human Rights. However, there is no provision within our Immigration Rules for someone to be allowed to travel to the UK to seek asylum or temporary refuge. Those who need international protection should claim asylum in the first safe country they reach - that is the fastest route to safety.</p>

answer text <p>Afghanistan continues to require support from international donors. Low economic growth has been compounded by the effects of Covid-19. In 2019/20, 15.6 million Afghans were living below the national poverty line. At the 2020 Geneva Conference, the UK committed to continuing to support Afghanistan's development. The humanitarian situation is concerning due to the high rate of poverty, internal displacement and civilian casualties from the continued conflict. 16.9 million people face acute food insecurity. In 2020-21, the UK is on course to provide up to £59.6 million in humanitarian assistance to help over two million people. UK Aid and development projects have helped lift life expectancy from 50 years in 1990 to 64 in 2018 and there are 8.2 million more children in school since 2002. Girls, who did not attend school pre-2001, now make up 39% of children enrolled.</p><p>Only a negotiated and inclusive political settlement between Afghans will bring a sustainable end to conflict. The UK supports negotiations between the Afghan Government and the Taliban. However, the high levels of violence are deeply concerning, especially targeted attacks on civilians. It is vital that there is a reduction in violence, leading to a comprehensive ceasefire, and meaningful engagement in a political process that can deliver the peace that Afghans want and deserve.</p>

answer text <p>We continue to assess that there is no military solution to the conflict in Afghanistan. Only a political settlement negotiated between Afghans can bring lasting peace and stability to their country. The UK, therefore, strongly welcomes and supports the start of negotiations between the Afghan Government and the Taliban, currently taking place in Doha. We hope this historic opportunity leads to progress, and eventually to an inclusive political settlement and an end to the violence in Afghanistan.</p><p>However, we remain deeply concerned by continuing high levels of violence in Afghanistan, most notably the recent Taliban offensive in the southern province of Helmand.
