answer text <p>The outcome of Highways England’s review is set out below.</p><p> </p><p>Highways England found that a number of unforeseen and additional areas of work were identified after award of the contract, which added to the programme, as well as the cost.</p><p> </p><p>These include:</p><ul><li>Changes to the central pier design</li><li>Removal and treatment of a previously unidentified old landfill site.</li><li>The need to excavate old concrete and tarmac within the central reservation.</li><li>The need for an additional drainage pond</li></ul><p> </p><p>Highways England has taken steps to minimize the risk of a repeat of the escalation in costs seen on this scheme.</p><p> </p> more like this

answer text <p>The Lessons Learned review was completed on 8 June 2016 and there are some outstanding issues regarding the possible requirement for permanent speed cameras. The agreement of alterations to a private access and the road safety audit works recommended must be completed before the full review can be published. Highways England intends to publish the findings on its website in due course.</p><p> </p> more like this

answer text <p>Highways England have plans to increase the speed limit on the A1 between Elkesley and Twyford Bridge to 70mph on the southbound carriageway through the new improvements. However, this cannot be implemented until works from the road safety audit have been addressed and new signs have been installed, which will be completed by March 2017.</p><p> </p><p> </p><p>There are also plans to increase the speed limit to 70mph on the northbound carriageway. There are some outstanding issues to be resolved regarding the possible requirement for permanent speed cameras, the agreement of alterations to a private access and the completion of road safety audit works, before it can be completed. Highways England intend to publish their findings on their website in due course.</p><p> </p><p>To reduce the risks of similar occurrences, Highways England now has a greater focus on strategic planning with a five year plan of work. They are more able to ensure early contractor involvement more proactively in the development and construction of schemes. Highways England will take the lessons learned on the A1 Elkesley and ensure they are given due consideration in future schemes.</p> more like this

answer text <p>Highways England, in line with the project management process, will review the project upon completion to establish the causes of any failures, including the failure to identify adverse ground conditions and contamination. Any lessons learnt from this stage of project completion will be factored into other projects. answer text <p>The significant problems encountered by Highways England and their contractors were:-</p><p> </p><p>- the removal and treatment of a previously unidentified old contaminated landfill site which was buried in woodland and unknown at the tender stage,</p><p> </p><p>- the need to excavate old concrete/tarmac within the central grassed reservation which was not identified by site surveys at the tender stage,</p><p> </p><p>- the need for an additional infiltration pond,</p><p> </p><p>- a change to the central pier design which while increasing short term costs will save long term maintenance costs.</p><p> </p><p>Discussions with the contractors are ongoing. Highways England does not hold lists of contractors but is able to take into account past performance as part of their procurement process.</p><p> </p><p> </p> more like this

answer text <p>The current estimated cost of the A1 roadworks close to Gamston Airfield is forecast to be £13.6m, which is £6.2m higher than the original £7.4m target cost. The project is also expected to finish around October 2015, a slip of three months. This reflects significant problems that were encountered during the course of the works. The contract was constructed on a ‘pain or gain’ basis, so the contractor will have to absorb a significant share of the cost increase. This, and any other penalties, will be calculated on completion of the works, when all costs are known.</p> more like this
