However, I know that dangerous in-car mobile phone use remains a key concern amongst motorists. answer	answer is ministerial correction date of answer 06/05/2016 answer text <p>Government has a strong interest in reducing the net cost of the railway for the benefit of passengers, freight users and taxpayers, and this has been an important theme of the recent Hendy, Bowe and Shaw reviews.</p><p> </p><p>In respect of infrastructure costs, the Office of Rail and Road (ORR) has a remit to determine the efficient cost of provision by Network Rail in each five yearly rail control period, which helps to determine the cost of track access charges for Network Rail’s customers – passenger and freight train operators. ORR sets an efficiency target for Network Rail’s operations, maintenance and renewals. However the Government is investing significant funding to help local authorities improve air quality and reduce emissions of harmful pollutants. This includes provision to bus fleets.</p><p> </p><p>The Department for Environment, Food and Rural Affairs (DEFRA) published an air quality plan for nitrogen dioxide in December 2015 setting out a comprehensive approach to meeting our ambition for the UK to have some of the cleanest air in the world, including by implementing a new programme of Clean Air Zones. Under the Plan, by 2020 the most polluting vehicles, including older polluting buses, will be discouraged from entering the centres of Birmingham, Leeds, Southampton, Nottingham and Derby. DEFRA has allocated funding to help these five cities implement Clean Air Zones. answer	answer is ministerial correction date of answer 17/03/2016 answer text <p>I refer the Noble Lord to the answer I provided on 2 December 2015 (HL 3693) which clarified this Government has an ambitious strategy for tackling congestion in our cities and towns and improving performance on our roads.</p><p> </p><p>Local highway authorities who are responsible for managing the local road network have a statutory duty under the Traffic Management Act to provide better conditions for all road users and to help tackle congestion in towns and cities. The size and make-up of the police workforce is a matter for Chief Constables to determine locally in conjunction with their democratically-elected Police and Crime Commissioners and working with other local stakeholders. answer	answer is ministerial correction date of answer 07/03/2016 answer text <p>The EU budget has a number of programmes aimed at supporting the development of transport which can be at a regional, national or trans-national level.</p><p>Given the complexity of the different mechanisms for delivering such funding the UK government does not maintain a central record of the total amount of money that the EU provides for research, capital expenditure and revenue support for transport.</p><p>The main source of funding for transport infrastructure comes from the Connecting Europe Facility (CEF) which promotes the development of the different Trans- European Networks for Transport, Energy and Communications. Transport is the major element of the CEF budget with nearly €1.5 billion in commitments allocated to fund EU transport projects in 2016. The EU transport funding priorities are defined in the TEN-T regulation (EU 2013/1315) and focus on improving cross-border connections and developing sustainable and efficient transport infrastructure. Funding is awarded to projects through a competitive bidding process with projects having to meet specific criteria and demonstrate high EU added value. These are crucial for providing better journeys for passengers, progressing key projects such as Crossrail and the Thameslink Programme and nearly £100m of improvements in Lincolnshire, as part of our record investment in the railways.</p><p> </p><p>I welcome the news that this has been completed on time. I would like to thank passengers for their patience, and pay tribute to the men and women who have been working in challenging weather conditions for much of the time.&quot;</p><p> </p><p>On 19 January my Rt Hon Friend informed the other place: “Over the Christmas period, Network Rail also successfully carried out its biggest ever works as part of the railway upgrade plan that is so essential to the future of the British rail industry. I pay tribute to the thousands of staff who gave up their Christmas to improve our railways.”</p><p> </p><p>And on 28 January my Rt Hon Friend remarked in the other place: “I pay tribute to Network Rail and its hard-working orange army of more than 20,000 staff who successfully delivered £150 million of essential improvements to the network over the holiday period, as part of our record programme of investment in the railways.
