answer text <p> </p><p> </p><p> </p><p>The criteria for determining when Disabled Student Allowances (DSAs) will contribute to the cost of higher specification or higher cost computers will be set out in guidance that will be published alongside the appropriate regulations in the autumn. Support under DSAs will continue to be available if the need for a higher specification or higher cost computer is by virtue of the student's disability, rather than how the course is being delivered by the Higher Education Institution (HEI). If access to a higher specification or higher cost computer is essential to all students on that course, regardless of whether they are disabled or not, then provision of such computers would be a matter for the HEI.</p><p> </p> more like this

answer text <p> </p><p>Higher education institutions are independent and autonomous organisations and are already subject to the strong legal requirements in the Equality Act 2010. They have clear duties to ensure that disabled students do not face discrimination whilst applying to, and studying in higher education. Where an individual believes they have been discriminated against and a dispute occurs, there are already well established processes in place for raising a formal complaint, initially through the university's internal complaints procedure and then, if unresolved after completing that process, the Office of the Independent Adjudicator (OIA).</p><p> </p> more like this

answer text <p> </p><p>Further Education colleges receive funding in respect of both young people aged 16-19 and adult learners aged 19 and over. We set out government priorities for adult skills provision annually in the Skills Funding Statement<sup><sup>[1]</sup></sup>, with the Department for Education setting out its priorities in a letter to the Sector<sup><sup>[2]</sup></sup>.</p><p> </p><p> </p><p> </p><p>As independent autonomous organisations it is for college governing bodies to ensure value for money by designing an appropriate local offer that employers and learners value and are prepared to invest in.</p><p> </p><p> </p><p> </p><p>In the last Spending Review, the Government looked to protect overall levels of adult Further education (FE) funding. The funding for adult Teaching and Learning in 2014-15 is broadly the same as 2012-13. Over this parliament the Government has undertaken a radical reform programme enabling FE colleges to use their freedoms and flexibilities to provide the high quality skills their learners, local economy and businesses need. Under the Apprenticeships, Skills, Children and Learning Act 2009 (ASCL), apprentices are employed under an Apprenticeship Agreement, this ensures they are protected under the Employment Rights Act 1996. Apprentices' pay is covered under the National Minimum Wage regulations and HMRC is responsible for ensuring compliance with these regulations. HMRC provides comprehensive advice and guidance for employees through the Pay and Work Rights Helpline. answer text <p> </p><p>It is possible for borrowers with Income Contingent Repayment (ICR) loans nearing the end of their repayment term to over-repay their loans because there is a time lag between the deductions from borrowers pay (by employers), HMRC's annual process for student loan repayment accounting and the student loans Company (SLC) subsequently receiving payment information from HMRC. As a consequence it is possible for people to over repay before the SLC becomes aware that their repayments should stop.</p><p> </p><p>Because of this, SLC notifies borrowers in the final 23 months of repayment that they may opt out of the PAYE system and complete their loan repayments by Direct Debit (DD). This would ensure they do not over repay their loan. If borrowers choose not take up DD repayment it is likely that they will over repay. Borrowers are advised to monitor their own repayments. If they can demonstrate to SLC that they have paid enough by providing evidence, such as payslips, SLC can then ask HMRC to issue a &quot;stop&quot; notice to employers and refund any over repayments at the earliest opportunity.</p><p> </p><p> </p><p>The SLC provides guidance and tools to help borrowers calculate their loan balance and when they are likely to repay their loan in full. The SLC refunds all over repayments to borrowers' bank accounts.</p><p> </p><p> </p><p> </p>

answer text <p> </p><p>As independent and autonomous institutions, higher education institutions are responsible for handling student complaints and appeals. Information on the numbers of complaints handled by each institution is not currently collected centrally.</p><p> </p><p>We do anticipate that as a result of our higher education reforms students will have higher expectations of their universities and they are right to do so. Evidence from a recent survey of 99 institutions (and 36 students' union representatives) shows that universities are prioritising improvements in the student learning experience, and is available at: <a href="https://www.gov.uk/government/publications/improving-the-student-learning-experience" target="_blank">https://www.gov.uk/government/publications/improving-the-student-learning-experience</a></p><p> </p><p>The Office of the Independent Adjudicator for Higher Education (OIA), which provides a service to higher education students who are not satisfied with an institution's final decision on their complaint, recently published its 2013 Annual Report. This includes data on unresolved student complaints in England and Wales and shows a slight fall in the number of these complaints. The OIA considered 1972 unresolved students complaints in 2013 in comparison with 2012 in the previous year.</p><p> </p>
