answer text
Excavated material arising from the construction of Phase One of HS2 will be transported along the construction corridor (site haul) where it is reasonably practicable to do so. Where that is not possible, or for movement along longer distances, the material will be transported by public highway, along designated routes. Where reasonably practicable, rail has been considered for the transportation of large quantities of excavated material over long distances. There are currently no plans to move any of the excavated material by river.

The approximate quantities and relative proportion of each of these transportation methods, allocated to broad sections of the proposed route is set out in the table below. These figures reflect the assumptions reported in the Environmental Statement deposited alongside the Phase One Bill and, as such, are a plausible worst case in terms of both total volume of excavated material and proportion transport by highway and rail. The project has made a commitment to maximise the amount of excavated material transported by rail and are working to increase the proportion transport by rail and decrease the proportion transported by highway wherever reasonably practicable.

(All figures are in million tons and movements may include multiple handling)

Site Haul

Public Highway Haul

Rail Haul

Central London & Metropolitan area

16.9 (56%)

4 (13%)

9.46 (31%)

Buckinghamshire Northants & Warwickshire Country areas

72.4 (80%)

17.9 (20%)

- (0%)

West Midlands Metropolitan area

29.9 (61%)

18.9 (39%)

- (0%)

Total Phase One Routewide

119.2 (70%)

40.8 (24%)

9.46 (6%)

answer text
The Government has a commitment that almost all cars and vans will be zero emission by 2050. This means all new cars should be zero emission by 2040. We have not set interim targets, but market penetration of ultra low emission vehicles (ULEVs) has doubled in the last year to nearly 2% of new vehicle sales.

We will invest over £600 million during this Parliament to support the uptake and manufacture of ULEVs in the UK - including over £400m for the Plug in Car Grant that offers up to £4,500 off the price of eligible cars. ULEVs also benefit from favourable vehicle excise duty, company car tax, and enhanced capital allowances. They are exempt from Transport for London’s congestion charge and can attract other local benefits. The £40m Go Ultra Low cities scheme is supporting a range of local measure such as free parking and use of bus lanes that are designed to drive take up of ULEVs. £82m support was provided during the period 2010 to 2015 for industry-led collaborative research and development, with a similar programme of support underway for the period 2015-20. In addition the Government and industry are investing around £1bn over 10 years in the Advanced Propulsion Centre to develop, commercialise and enable the manufacture of advanced propulsion technologies in the UK.

answer text
The Government is not directly responsible for any roads in central London, and does not therefore hold this information. London’s roads fall into three main categories; the Transport for London Road Network (TLRN), known as red routes, which are managed by Transport for London (TfL); the Borough Principal Road Network (BPRN) managed by the individual London boroughs; and a small number of motorways forming part of the Strategic Road Network (SRN) managed by Highways England. All of the above are subject to the London Permit Scheme (LoPS) which was brought in to minimise the disruption caused by roadworks and streetworks across London. Each borough and TfL have their own schemes, ensuring local control of conditions on local roads. The Transport for London Lane Rental Scheme (TLRS) also helps manage works on the TLRN at traffic-sensitive locations. A daily charge of £800 or £2500 per day is applied, depending upon the sensitivity of the location. This scheme has helped to reduce traffic disruption by changing the behaviour of utility companies and other contractors.
