answer	answer is ministerial correction date of answer 13/05/2024 answer text <p>The UK Government understands the huge value of our world-leading film and TV production sector and the importance of self-employed workers to the sector and wider creative economy.</p><p>The UK Government has a clear plan to grow the creative industries by a further £50 billion and support another 1 million jobs by 2030. This was set out in June 2023 in the Creative Industries Sector Vision, which was accompanied by £77 million of new funding to support the sector’s growth. This is on top of a range of tax reliefs for the creative industries that have been introduced or expanded since 2010.</p><p>The Government is already taking steps to ensure a strong, skilled and resilient workforce for the film and TV sector - as well as the wider creative industries - across the UK. The Creative Industries Sector Vision set out that by 2030 we want to deliver on our creative careers promise, to build a pipeline of talent into the sector and supports a million extra jobs. The Sector Vision includes a long-term strategy to improve the job quality and working practices in the sector, including supporting the high proportion of self-employed workers through the promotion of fair treatment, support networks and resources (for example through Creative UK's Redesigning Freelancing initiative).</p><p>The Government also welcomes the steps that our public service broadcasters have taken to support self-employed workers in response to current pressures. This includes the programme of support Channel 4 and the BBC announced in August, in partnership with the National Film and Television School.</p><p>DCMS and industry have also committed to produce an action plan in response to the Creative Industries Policy and Evidence Centre’s Good Work Review, and actions include the recent launch of the British Film Institute’s £1.5 million Good Work Programme for screen. answer	answer is ministerial correction date of answer 14/05/2024 answer text <p>We will be publishing a refreshed Government strategy for public libraries later this year, informed by the independent review of English public libraries conducted by Baroness Sanderson of Welton which engaged with a wide range of interested parties, including through the series of roundtable meetings she held across the country.</p><p>One of the recommendations of Baroness Sanderson’s review was that Libraries Week be moved from October, which often clashes with the party conference season, to a time in the year when MPs and peers can more easily engage with it and promote the work of libraries in their local area. We are delighted that, from this year, Libraries Week will take place at the end of June (this year, 24–30 June).</p><p>The forthcoming strategy will set out our plans to ensure that people across the country can benefit from excellent library services, and HM Government will explore opportunities to increase library use and engagement especially by children in line with Baroness Sanderson’s independent review recommendations.</p><p>In addition, the £20.5 million, DCMS-funded Libraries Improvement Fund is supporting public library services across England. The libraries basic dataset for 2022 shows the number of static libraries in England (statutory and non-statutory) from April 2010 to 31 December 2022 and includes information on permanent library closures (though not information on where replacement libraries have been set up). It can be found <a href="https://www.artscouncil.org.uk/supporting-arts-museums-and-libraries/supporting-libraries#:~:text=Basic%20Dataset%20for%20Libraries&amp;text=The%20Libraries%20Basic%20Dataset%20is,the%20number%20of%20mobile%20libraries" target="_blank">here</a>.</p><p>More broadly, there remains a significant challenge for both the Government and for the libraries sector in getting robust, accurate, and timely data which can be used to support both advocacy and improvement. We are clear about the need to address this problem and are working closely with sector bodies (including Arts Council England, Libraries Connected and the Local Government Association) to chart a way forward in this area. They play an essential role in holding power to account, keeping the public informed of local issues and providing reliable, high-quality information.</p><p>Amid an evolving media landscape and changes in consumer behaviour, we are working to support journalism and local newsrooms to ensure the sustainability of this important industry. We are introducing a new, pro-competition regime for digital markets. The regime, which aims to address the far-reaching power of the biggest tech firms, will help rebalance the relationship between publishers and the online platforms on which they increasingly rely. This will make an important contribution to the sustainability of the press.</p><p>Additionally, our support for the sector has included the delivery of a £2 million Future News Fund, the extension of a 2017 business rates relief on local newspaper office space until 2025; the publication of the Online Media Literacy Strategy; and our work through the Mid-Term Review of the BBC Charter to encourage greater collaboration and transparency from the BBC in the local news market and other markets in which it operates. This was set out in June 2023 in the Creative Industries Sector Vision, which was accompanied by £77 million of new funding to support the sector’s growth. This is on top of a range of tax reliefs introduced or expanded since 2007 covering film, television, animation, video games, orchestras, theatres and more.</p><p>His Majesty’s Government is working across Departments to develop an approach on artificial intelligence and copyright which allows this technology and the creative industries - including video games - to grow in partnership.</p><p>The Sector Vision includes an objective to increase public and private investment in creative industries’ innovation, contributing to the UK increasing its research and development (R&amp;D) expenditure to drive R&amp;D-led innovation. In the 2023 Autumn Statement, Her Majesty’s Treasury also announced a DCMS-led review on public investment in R&amp;D spending for the creative industries.</p><p>The Sector Vision is supported by £310 million in Government spending, including the following support for AI innovation across the creative industries, including video games:</p><ul><li><p>£76.5 million CoSTAR programme - an infrastructure network for world-class R&amp;D in screen and performance technology. The new national network of five CoSTAR Labs includes the Realtime Lab in Dundee which will bring together local video games development expertise with academic expertise in R&amp;D and AI at Abertay University and the University of Edinburgh.</p></li><li><p>£50 million Creative Clusters programme - joining up academics with business in the creative sector to drive innovation and research to improve growth.</p></li><li><p>£30 million Creative Catalyst programme - delivering small scale innovation funding to creative businesses.</p></li></ul><p>In the <a href="https://www.gov.uk/government/publications/uk-innovation-strategy-leading-the-future-by-creating-it" target="_blank">UK Innovation Strategy</a> the creative industries, including video games, are identified as critical to the government’s ambition to make the UK a global hub for innovation, engaging in innovation at a higher rate than other sectors and more productive than the UK average. answer	answer is ministerial correction date of answer 13/05/2024 answer text <p>On 19 February 2024, the government announced a mandatory national registration scheme for short-term lets.</p><p>The scheme aims to preserve the benefits of short-term lets, as well as tackling the challenges they present in a proportionate way. The evidence collected through the call for evidence in 2022 and public consultation held in 2023 suggests that a form of registration rather than a licensing model is the optimum form of regulation in this sector in England.</p><p>Our aim is to make the scheme as light touch, low cost and simple as possible. The registration scheme is focussed on short-term lets, and therefore the register will not affect hotels, hostels or B&amp;Bs. We will be examining the impact of the scheme on the sector through an impact assessment. answer	answer is ministerial correction date of answer 13/05/2024 answer text <p>With coastal and countryside destinations making up 25% of domestic day trips and 31% of domestic overnight stays in 2023, tourism is recognised as a key sector with the potential to contribute strongly to economic growth and pride in place of an area.</p><p>The Government is implementing a range of measures to support the sector and maximise its benefits for local economies, including working with VisitBritain to champion visits to the British countryside to a worldwide audience, and promoting rural areas such as the South Downs, Northumberland, Pembrokeshire and the Yorkshire Dales. Additionally, as mentioned at Heritage Day in March, the Department for Culture, Media and Sport will be launching a dedicated fund to support enhancements to our seaside heritage to help protect and rejuvenate coastal assets which are in need of love and attention.</p><p>To ensure that the tourism organisation landscape works for local communities, the Government has introduced the Local Visitor Economy Partnership accreditation programme and the North-East Destination Development Partnership pilot. These aim to bring clarity and coherence at a regional level and drive investment and both domestic and international visitor spend across a region including in rural and coastal areas.
