answer text <p>The UK is concerned about alleged human rights abuses and violations by both armed terrorist groups and security forces in Burkina Faso. The protection of civilians must be at the forefront of efforts to combat insurgency and insecurity, including to build trust between local communities and the security forces.</p><p>We have raised our concerns about alleged attacks by security forces on civilians directly with the President during the recent visit of the UN Security Council to Burkina Faso; urged his government to ensure its security forces comply with international standards; and called for an investigation to ensure those found responsible are held accountable. The UK is also supporting UN agencies and International Committee of the Red Cross (ICRC) to provide basic assistance and protection for people affected by conflict and insecurity.</p> more like this

answer text <p>The UK is supporting the Government of Kenya's response through the £120m Hunger Safety Net Programme, which the UK helped establish and has contributed to since 2007. This supports the most vulnerable people in Kenya, including in Turkana. Since February 2019, emergency cash payments have been made to nearly 7,000 households (around 42,000 people) in Turkana, drawing on European Union funding.</p> more like this

answer text <p>The African Union, through its Africa Standby Force Training Directive, sets the standards expected of the Force in respect to international humanitarian law, human rights, preventing sexual exploitation and abuse, and conduct and discipline. The British Government has not made any recent assessment of the Force’s compliance with international humanitarian law, but has provided technical advice to the African Union in support of these issues as it develops its Peace Support Operations doctrine.</p> more like this

answer text <p>The UK Government remains concerned about the disappearance of Dong Samuel and Ezbon Idri following their abduction in Nairobi in 2017, reportedly by the South Sudanese authorities. Their disappearance is part of a deeply troubling pattern of harassment and intimidation of civic actors in South Sudan, and the repression of freedom of expression by the authorities. The British Government continues to press the Government of South Sudan for the release of all political prisoners in accordance with the 12 September peace agreement. The Government of South Sudan's failure to comply with this provision of the agreement calls into question their commitment to achieving a meaningful peace.</p> more like this

answer text <p>Officials at our High Commission in Maputo have raised the issue of the detention of Amade Abubacar with Mozambican officials at national and local level. Our High Commissioner to Maputo also raised the issue with the provincial government in Cabo Delgado Province on 17 January.</p><p>Mr Abubacar was initially held in military detention. However, following enquiries by officials, Mr Abubacar has been formally charged and moved into custody in a civilian prison. We continue to follow his case closely.</p><p>The UK remains strongly committed to freedom of the press and the protection of journalists.</p> more like this

answer text <p>​We were deeply saddened by the killing of Ahmed Hussein-Suale and offered our condolences to his family and friends. Our High Commissioner in Ghana has made representations to the Government of Ghana, including through a statement made alongside other European Union Heads of Missions in Ghana. We continue to urge the authorities to ensure that there is a full investigation into the matter. As the Foreign Secretary set out on 18 January those responsible must face justice. Our High Commissioner is closely monitoring events following the beating and detention of a Ghanaian Times journalist, Malik Sullemana in 2018. We are in contact with the Ghanaian Times and the Ghanaian Police, and have urged the authorities to conclude their investigation into the matter.</p><p>The UK is committed to the promotion of media freedom and the protection of journalists worldwide. The Foreign Secretary has launched an international campaign to end the climate of impunity and mobilise a consensus behind the protection of journalists. In the coming year and beyond, we are going to increase the global spotlight on media freedom as an important issue.</p><p> </p>

answer text <p>​The UK remains deeply concerned about the arrest, detention and sentencing of political actors, including the sentencing of 26 opposition supporters on 24 March, arrested during the 26 January protests. On 21 March, the UK and Austria made a joint statement at the UN Human Rights Council on the human rights situation in Cameroon, including a call for timely, fair trial or release of political detainees. On 13 February I underlined that trials, including of Opposition leader Maurice Kamto, must follow due process, and that freedom of speech and political expression are integral to a democratic society. We encourage all Commonwealth member states to adhere to the values in the Commonwealth Charter, including the protection and promotion of civil, political economic social and cultural rights, and the inalienable right of individuals to participate in democratic processes. Officials are in regular contact with the Commonwealth Secretariat and member states to discuss these issues<em>. </em></p>

answer text <p>​The prevalence of conflict-related sexual violence, including that directed at South Sudan’s displaced population, remains a long standing and serious concern. Most recently, following incidents of widespread rape near Bentiu, including by armed groups, we have repeatedly called for the Government of South Sudan to ensure that these, and all incidents of sexual violence, are fully investigated and perpetrators brought to justice, support provided for survivors, and action taken to prevent such attacks. The UK Defence Secretary visited South Sudan in January 2019, when he discussed our concerns at the highest levels, and urged action to bring an end to sexual and gender-based violence.</p> more like this

As part of this, the UK implements sanctions against a number of individuals in the Democratic Republic of the Congo (DRC). These sanctions are aimed at figures involved in serious human rights abuses. New and existing sanctions regimes are reviewed regularly. Prior to the recent elections in the DRC, the EU and Member States committed to re-examining sanctions in view of the elections, and this will include an assessment of whether further sanctions should be applied in due course.</p> more like this

answer text <p>The UK meets regularly with the full range of stakeholders in Zimbabwe from across the political spectrum including members of the ruling and opposition parties, judiciary and civil society. British Embassy officials last met with Vice President Chiwenga in September 2018.</p><p>We have made our views clear to the Government of Zimbabwe following the January 2019 violence. Her Majesty's Ambassador to Zimbabwe last met Foreign Minister Moyo on 20 February and I spoke to him on 30 January. I reinforced our calls on the Government of Zimbabwe to investigate all allegations of human rights violations and urged them to follow the due process of law for all those arrested in connection to January's protests.</p> more like this
