Among its underlying principles is that developing nations who are experiencing shortages of healthcare staff should not be targeted for active recruitment. Since 2011, the ICF has provided access to low carbon energy to more than 2.6 million people.</p><br /><p>On October 22<sup>nd</sup> I launched the Energy Africa campaign which will accelerate access to clean energy across sub-Saharan Africa via the market-based delivery of solar household systems providing the poorest with lighting, phone charging and other critical household electricity services. These states have historically been under supported by the international development community. DFID increased its focus and spend in fragile states in 2010 and it was right to do so.</p><br /><p>Progress against the Millennium Development Goals (MDGs) is driven by the collective action of developing countries and all development partners. We help with a context-specific range of programmes, which all contribute to the inclusive and more sustainable economic growth that will lift poor people out of poverty.</p><p><br></p><p>The UK Government believes that a key element in strengthening food security is to encourage diverse sources of supply. For years there have been problems with late payment or non-payment of pensions, and the benefits have been severely eroded. Officials from the FCO, and the British Embassy in Harare last raised Pensions with the Zimbabwean government in September.</p><p>As acknowledged by the OSPA, the responsibility for payment of these pensions rests squarely with the Zimbabwean government. The UK does not have any legal obligation or responsibility for the pensions of Zimbabwe former public service workers. Through the International Climate Fund (ICF) the UK government is providing significant investment to help improve water security and support sustainable growth to reduce poverty. The ICF is jointly managed by DFID, the Department for Energy and Climate Change (DECC) and the Department for Environment Food and Rural Affairs (DEFRA). answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>Through the International Climate Fund (ICF) the UK government is providing significant investment to help improve water security and support sustainable growth to reduce poverty.</p><br /><p>For example, a UK-funded programme in South Asia is enabling seven countries to manage their shared water resources more effectively and to reduce the risk of conflict. This will help improve the lives of the 700 million people living beside the great Himalayan Rivers of the Indus, Ganges and Brahmaputra.</p><br /><p>Last month the Prime Minister announced that UK climate funding will increase by at least 50% over the next five years.
