answer text
In 2012, the UK made a £600m pledge to the New Alliance, consisting of projects in 6 founding member countries, which aim at improving incomes from agricultural production, and the food security and nutrition of smallholder farmers and the extreme poor. The objective of the pledge was to be more transparent about aid to agriculture and food security, in alignment with principles of aid effectiveness and the overall goal of the New Alliance. The £600m also included funding to the Global Agriculture and Food Security Programme (GAFSP, managed by the World Bank) and other international agriculture research and policy initiatives.

Like every programme funded by DFID, projects pledged under the New Alliance are subject to annual reviews that are posted on the DFID Development Tracker website. At national level, governments lead an annual review of the progress of commitments, in consultation with development and private sector actors, which findings are made public on the New Alliance website.

answer text
The New Alliance for Food Security and Nutrition group publish a comprehensive report on an annual basis that can be found on the New Alliance website. Every DFID programme which contributes is subject to DFID’s annual review processes the reports of which are posted on the DFID Development Tracker website (http://devtracker.dfid.gov.uk/).

DFID and G7 donor partners, the United Nations Food and Agriculture Organisation and the African Union Policy Initiative have responded to a commission by the New Alliance Leadership Council and drafted a due diligence framework for private sector land investments. This provides guidance on best practice and applicable legislation, including displacement. The framework was adopted in June and is now being piloted with support from our partner Grow Africa. It is available on the New Alliance website.

answer text
Every DFID programme which is contributing to the New Alliance initiative, including both country-level food security and nutrition programmes and funding for wider agricultural policy reforms, is subject to DFID’s annual review processes. In addition, partner governments conduct annual reviews of the effects of the New Alliance at country level. Reviews will help track progress against the top line New Alliance goal: to lift 50 million people in developing African nations out of poverty over ten years, through increasing investment in agriculture.
more like this

question text To ask the Secretary of State for International Development, what recent reports she has received on the work of the New Alliance for Food Security and Nutrition; what steps she is taking to ensure that the Alliance's work does not contribute to the takeover of land belonging to small farmers by multinational corporations; and what steps she is taking to ensure that the Alliance does not prioritise growing food for export over producing food to feed local people. more like this

answer text
The New Alliance Leadership Council met on 2nd of June 2015. The UK attended this meeting and a progress report was discussed, agreed and will be published shortly on the New Alliance website.

All parties investing under the New Alliance commit to support implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of land, fisheries and forests, which are international guidelines to make land investments transparent and accountable.

Most of the investment commitments made under the New Alliance involve agribusiness investments downstream from the farm and are therefore not competing with small-scale farmers. Such investments are critical to create jobs and new markets for small-scale farmers, and to help African countries diversify out of primary commodity production. This will require investment and growth along the agricultural value chain rather than just investment in small-scale farmers’ food production.
