answer text <p>In the most recent academic year where data is available (2016/17), 460 trainees undertook Early Years Initial Teacher Training (ITT) on the Graduate Employment Based route at accredited providers across England.</p><p>A total of £3,220,000 was allocated to ITT providers to fund the employer incentive of £7,000 per trainee. It is the responsibility of the ITT provider to pass this on to their respective nursery providers therefore the Department for Education does not directly hold the details of individual nursery providers and the funding they received.</p> more like this

answer text <p>It is right that we respond robustly where an academy receives an ‘Inadequate’ judgement – irrespective of whether they are a new or more established school or trust. If we believe a change of leadership is necessary, we will move to terminate the funding agreement to bring about a change of trust.</p><p>Ofsted finding one school in a multi academy trust (MAT) to be ‘Inadequate’ would not automatically lead to an inspection of others schools in a MAT but it is a factor that Ofsted can consider in determining whether these schools warrant an earlier inspection. It would also increase the Regional Schools Commissioner’s risk rating of this MAT and lead to a higher level of scrutiny of governace at the board level of trust.</p><p> </p> more like this

answer text <p>Further to my answer of 25 April 2018 to Question 136072, I can confirm that we have received the Education and Training Foundation’s (ETF) report on the training needs of early years tutors for consideration and expect it to be published shortly. Alongside the report the ETF will also publish information about the professional exchanges for early years tutors that they trialled as part of the work.</p> more like this

This information, including both payments made by and receipts received by academy trusts, was included for the first time in the Academies Sector Annual Report and Accounts for the academic year 2015 to 2016. Income received from related parties includes; transactions with subsidiary companies or shared services, diocesan education authorities, related charities as well as donations or services provided by trustees, or trustees’ family members.</p><p> </p><p>This information was not previously collected in this format and we do not have comparable analysis for previous years.</p><p> </p><p>Academy trusts, including multi-academy trusts, are required to disclose all related party transactions in their audited annual accounts, which are publicly available for all years the academy trust has been in operation. The department has recently introduced additional requirements through the 2018 edition of the Academies Financial Handbook, in relation to related party transactions, which will take effect from 1 April 2019. These will require trusts to notify the department of any such transaction in advance of them occurring and to seek approval for any where the value, individually or in aggregate, exceeds £20,000.</p>

answer text <p>‘Keeping children safe in education’ (<a href="https://www.gov.uk/government/publications/keeping-children-safe-in-education--2" target="_blank">https://www.gov.uk/government/publications/keeping-children-safe-in-education--2</a>) is statutory guidance that all schools (including academies and free schools) must consider when carrying out their duties to safeguard and promote the welfare of their pupils.</p><p>The guidance sets out the following: that children should have a safe environment in which they can learn; all staff have a role to play in safeguarding children; all staff should receive regular safeguarding training and that all schools should have an effective child protection policy. The guidance is clear on the importance of making referrals to children’s social care and/or the police when a child has been harmed or is at risk of harm.</p><p>Ofsted has published guidance that sets out what inspectors must consider when inspecting safeguarding (<a href="https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015" target="_blank">https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015</a>). Inspectors will always report on whether or not arrangements for safeguarding children are effective.</p><p>The Education and Skills Funding Agency has responsibility for considering safeguarding and child protection policies of academies and free schools through compliance with the schools’ funding agreements. When the department is made aware of any safeguarding issues in academies or free schools, we work quickly to involve the right organisations, consider safeguarding and child protection policies and compliance with the funding agreement. If the case requires specific child protection actions or inspection, we will make the appropriate referrals.</p>

answer text <p>As confirmed in the response of 30 April 2018, the information requested on contentious connected party transactions is contained within individual case files and not in a centrally recorded format.</p><p> </p><p>My right hon. Friend, the Secretary of State confirmed in his 9 June speech to the National Governance Association, that academy trusts will have to seek approval from the Education and Skills Funding Agency (ESFA) for Related Party Transaction payments of more than £20,000 and that all transactions below £20,000 will need to be declared. The ESFA will implement the changes during the 2018-19 academic year.</p><p> </p> more like this

answer text <p>Schools are a vital part of the government’s plans to tackle childhood obesity, and the department encourages a healthy, balanced diet and healthy life choices through school funding, legislation and guidance.</p><p> </p><p>The Department for Education does not provide guidance to schools on the specific issue of carrying out obesity checks on pupils. However, Public Health England publishes resources to support families (Change4Life), schools (Our Healthy Year) and health professionals to address childhood obesity.</p><p> </p><p>The School Food Standards provide the legislative framework to ensure schools provide children with healthy food and drink options. We have recently doubled the Primary PE and Sport Premium to £320 million a year from the 2017-18 academic year. We have also established a £100 million healthy pupils capital fund to facilitate an improvement in children’s physical and mental health by increasing and improving access to and use of relevant facilities, such as kitchens, dining facilities, changing rooms and sports facilities. We are also investing up to £26 million to kick-start or improve breakfast club provision in over 1,700 schools.</p>

answer text <p>The attached table lists the 21 schools that have had their academy orders revoked and the reason.</p><p> </p><p>The department supports all schools becoming sponsored academies to have school improvement plans in place regardless of their place in the process.
