To be eligible to receive FSM, a pupil or their parent must make a claim to the school for FSM. Until the claim is made, the pupil is not eligible for FSM. It is the responsibility of local authorities to comply with their statutory duties, having regard to statutory guidance published by the Department for Education. In July 2018 the government set an ambitious goal to halve, by 2028, the percentage of children leaving reception year without the communication, language and literacy skills they need to thrive. This is a clear direction for all those who have a part to play, including children’s centres. The department is working with local authorities, including through our £8.5 million early years local government programme, to achieve this ambition.</p><p>To help local areas monitor and improve these outcomes, the department published on 6 June 2019 the Early Years Outcomes Dashboard, which can be found here: <a href="https://department-for-education.shinyapps.io/smapey-dashboard/" target="_blank">https://department-for-education.shinyapps.io/smapey-dashboard/</a>. This dashboard makes the most important early years social mobility metrics easily available and will allow local authorities to benchmark their outcomes against their statistical neighbours. Nationally an 11% increase was seen over the same period.</p><p>The number of EHC plans in Barnsley local authority is published in the Statements of SEN (special educational need) and EHC plans publication, available at: <a href="https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019" target="_blank">https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019</a>. The latest publication contains the current position at January 2019, and the number of new plans created in the 2018 calendar year. Data on the total number of EHC plans is not available by parliamentary constituency.</p><p>Like most local authorities, Barnsley has seen a significant increase in both the caseload of EHC plans and the number of requests for statutory assessment following the introduction of the special educational needs and disabilities (SEND) reforms. Section 579 of the Education Act (1996) defines a school day as ‘any day on which at that school there is a school session’.</p><p> </p><p>Schools are not required to provide breakfasts. If a child’s absence reaches a level of concern, the school will wish to raise this with the parents and the local authority in the best interest of the child’s education. Schools have a duty to inform the local authority of any child who fails to attend school regularly. answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>Under the Children Act 1989, local authorities are required to provide services for children in their local areas for the purposes of safeguarding and promoting their welfare, this includes children who are refugees. 'Working Together to Safeguard Children' (2018) clarifies the core legal requirements for how agencies work together to keep children safe, including responding to their needs.</p><p> </p><p>Some children arrive in the country as unaccompanied asylum-seeking children. Under section 20 of the Children Act 1989, local authorities are under a statutory obligation to provide accommodation for unaccompanied asylum-seeking children. This means that they become looked-after children and receive the same safeguards and services as any other looked-after child.</p><p>The government recognises that unaccompanied asylum-seeking and refugee children can be some of the most vulnerable in our society. The government’s vision and additional commitment to care for these children is set out in the ‘Safeguarding Strategy for Unaccompanied Asylum Seeking and Refugee Children’.
