answer	answer is ministerial correction date of answer 15/03/2019 answer text <p>Maintained Nursery Schools (MNS) make a valuable contribution to improving the lives of some of our most disadvantaged children.</p><p>We have been providing around £60 million per year of supplementary funding to local authorities so that they can preserve MNS funding. We listened to concerns about the timing of the Spending Review and therefore last week we announced that we would provide local authorities with around £24 million of further supplementary funding, to enable them to fully fund MNS for the whole of the 2019/20 academic year. answer	answer is ministerial correction date of answer 05/03/2019 answer text <p>As set out in the National Audit Office 2010 report on the academies programme, “In September 2009, the government removed altogether the requirement for sponsors to make a financial contribution to new academies that open in the 2010-11 academic year.”</p><p> </p><p>The government is investing £23 billion of capital funding in the school estate between 2016-17 and 2020-21 to deliver new school places, rebuild or refurbish buildings in the worst condition and deliver thousands of condition projects across the school estate.</p><p> </p><p>A large proportion of school capital funding is delivered through annual allocations to local authorities and larger multi-academy trusts (MATs). This includes basic need funding to local authorities to meet their duty to ensure there are enough places for children in their areas and annual allocations to local authorities and MATs to maintain the condition of estates. Alongside these allocations, the department also delivers major building programmes centrally. Since the conference, he has met with a number of academy trusts to discuss their financial and educational performance, as he has done since taking up his role in the department. More broadly, the Education and Skills Funding Agency work with academy trusts to support effective schools resource management. This is done with specialist advisers and three-year financial forecasting, prioritising engagement with those trusts forecasting future deficits or declining reserves.</p><p> </p><p>Last October, the department launched a new self-assessment tool for academy trusts to reassure themselves that they are managing resources effectively and to identify adjustments to ensure effective resource management. To date, this tool has been downloaded over 5,000 times. The criteria are set out on the sponsor application form, which can be found on GOV.UK: <a href="https://www.gov.uk/government/publications/academy-sponsor-application-form" target="_blank">https://www.gov.uk/government/publications/academy-sponsor-application-form</a>.</p><p>They include the sponsor’s overall visions and plans for growth, educational and financial capacity, and governance. When matching a sponsor to a school that is subject to an academy order, the RSC will also consider a range of other information, such as the sponsor’s geography in relation to the school, the sponsor’s skillsets, capacity, specialist expertise and track record. Friend, the Secretary of State for Education, and are accountable to him and to the National Schools Commissioner. RSCs are advised and challenged by Headteacher Boards (HTBs) comprised of outstanding academy headteachers and sector leaders. Half of all HTBs are directly elected by the academy sector. Working with their respective HTBs, RSCs are well placed to identify and commission the most appropriate support and intervention for underperforming schools and academies.</p><p>The department publishes meeting notes of all HTB meetings. As well as containing other RSC decisions, HTB meeting notes also contain RSC decisions on the selection of sponsors for underperforming schools. answer	answer is ministerial correction date of answer 07/01/2019 answer text <p>The government set out in the 2015 Spending Review that we expect 390,000 three and four-year-old children to be eligible for 30 hours free childcare in the first year. This figure was a January snapshot and therefore an average across the year. Furthermore, the figure will change slightly year on year depending on the birth cohort and parental employment levels.</p><p>We do not have a robust estimate of eligibility at a regional and local authority level. Local authorities have a statutory duty under Section 7 of the Childcare Act (2006) to secure early education places free of charge for all eligible children and therefore we would expect local authorities to carry out analysis to understand their local demand.</p><p>We do publish termly experimental statistics showing the number of children in a place. The most recent publication showed that an estimated 339,974 children were in 30 hours places in the summer term.
