That is why we will provide additional high needs funding allocations for all local authorities, totalling £250 million over 2018 to 2019 and 2019 to 2020. This brings the total allocated for high needs this year to £6.1 billion and £6.3 billion in 2019 to 2020. We recognise that the high needs budget faces significant pressures and this additional investment will help local councils to manage those pressures.</p><p>Of course, extra funding cannot be our only response and we have also set out plans to support local authorities in their role of providing strategic leadership and oversight of the provision for children and young people with special educational needs and disabilities. For example, I recently met with DCSs and Local Authority Chief Executives at the National Children and Adult Services Conference, held recent roundtables in the department with groups of both DCSs and Chief Executives, and have attended induction events for new DCSs, the last one being in October 2019. In addition, my right hon. Friend, the Secretary of the State and I have very recently met with a number of children in care to hear their views and experiences. answer	answer is ministerial correction date of answer 19/12/2018 answer text <p>The educational outcomes for children who experience abuse and neglect are markedly worse than for all children and these children face long term challenges in education and beyond. Three fifths (61%) of children starting to be looked-after during the year ending 31 March 2018 were identified as having a primary need of abuse or neglect[1]. The average Attainment 8 score for all looked-after children was 19.3 in 2017 compared to 44.5 for non-looked after children[2]. In addition, two fifths (39%) of all care leavers aged 19 to 21 were not in education, employment or training during the year ending 31 March 2018 compared to around 12% of young people of a similar age[3].</p><p> </p><p>Research evidence suggests that the care system generally provides a protective factor for vulnerable children with early admission to care being associated with better educational outcomes than later entry[4]. answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>Ofsted, as the independent regulator, inspects all children’s homes to ensure they meet the standards outlined in the Social Care Common Inspection Framework and the Children’s Homes (England) Regulations (2015). At 30 September 2018, 82% of homes in England were judged good or outstanding. Ofsted publishes statistics on local authority inspection outcomes which can be found at: <a href="https://www.gov.uk/government/statistics/local-authority-and-childrens-homes-in-england-inspections-and-outcomes-autumn-2018" target="_blank">https://www.gov.uk/government/statistics/local-authority-and-childrens-homes-in-england-inspections-and-outcomes-autumn-2018</a>.</p><p>Local authorities have a statutory duty to ensure there is sufficient accommodation available for the children that they look after. We are supporting local authorities in fulfilling this duty by providing funding as part of our £200 million Children’s Social Care Innovation programme to increase capacity and improve the commissioning of residential care placements.
