answer text <p>The government set out in the 2015 Spending Review that nationally we expect 390,000 children to be eligible for 30 hours free childcare. This figure is derived from national survey data taken in January and is an average across the year. Estimates at a regional and local authority level are not available due to the relatively small population that we are estimating within sub national geographies.</p><p>We publish termly experimental statistics showing the number of children in a place. The most recent publication showed that for the summer term 1,769 codes were issued in York local authority and 1,740 children were in a 30 hours place. answer text <p>We published the Early Years Workforce Strategy in March last year, setting out how we want to work with the sector, including private voluntary and independent nurseries, to bring in new people and make sure there are clear progression and development opportunities to support retention: <a href="https://www.gov.uk/government/publications/early-years-workforce-strategy" target="_blank">https://www.gov.uk/government/publications/early-years-workforce-strategy</a>.</p><p> </p><p>We are working very closely with the sector on a wide range of activity to deliver the workforce strategy commitments to support recruitment and retention, including:</p><p>o Improving information available to careers advisors so they can better understand career opportunities in the sector and can promote these.</p><p>o Consulting on new, strengthened, level two qualification criteria, which will provide a stronger foundation for progression to level three and beyond.</p><p>o Funding a new Continuous Professional Development and training hub for early years and the development of new training materials and courses for Special Educational Needs and Disabilities practice.</p><p> </p><p>A new £20 million fund, announced in the social mobility action plan, will also ensure early years practitioners in disadvantaged areas have access to high quality professional development support.</p>

Figures at 31 March 2017 show there were 45 children per 10,000 of the population aged under 18 who were in foster placements in England.</p><p>The Department for Education only holds the information for England. answer text <p>In answer to part (a) how much money has been spent in total and part (c) how much money has been spent on teacher recruitment, I refer the hon. Member for Bradford East, to the answer I gave on 11 June 2018 to Question 140739 <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-05-02/140739/" target="_blank">https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-05-02/140739/</a>.</p><p>This sets out how the government has spent or committed more than £70 million to support educational improvement in the North, including on teacher recruitment.</p><p>In answer to part (b), we are not able to provide a total figure for Bradford as some funding, such as funding to grow the capacity of multi-academy trusts, is spent or allocated to support schools across more than one local authority. Some examples of how the Department is supporting Bradford schools are set out below:</p><ul><li>We are supporting teacher recruitment and providing tailored support to some of the schools facing significant recruitment and retention issues. We have already started to support a number of schools in Bradford and will increase that support over the next two years through the tailored support programme.</li><li>We are also investing in Bradford’s teachers through the Opportunity Area (OA). Bradford4Teaching is the city’s innovative campaign to attract the best teachers to live, work and build a career in Bradford. The campaign was developed and has been delivered in partnership by Bradford Council and the Northern Lights Teaching School Alliance. Through the OA programme, we are committed to invest at least £250,000 to extend the campaign. The Department is also committing an additional £1.5 million to support school improvement in Bradford’s most challenging schools through the OA programme. In total, as part of the OA programme, we are spending £72 million across 12 areas of the country facing challenges and Bradford will benefit from a share of that.</li><li>The regional academy growth fund supports successful trusts to grow and to improve standards in underperforming schools. Schools in Bradford that are underperforming have already benefited from this funding.</li><li>Through the Strategic School Improvement Fund, five applicants are supporting a total of 43 schools in Bradford. Two of the five applicants are exclusively supporting 31 Bradford schools and have been awarded funding totalling £807,970. The remaining three applications are supporting a total of 78 schools at a cost of £809,157. 12 of these schools are located in Bradford but it is not possible to isolate spend for the Bradford schools.</li></ul>

answer text <p>Referral pathways for occupational therapy are agreed by local commissioners, based on local need, reflecting the National Institute for Health and Care Excellence guidelines and other relevant commissioning guidance.</p><p> </p><p>Through the Children and Families Act 2014, the Department for Education requires local authorities and their partner commissioning bodies to make arrangements to work together to meet the education, health and care needs of children and young people (0-25 years old) who have special educational needs and disabilities, who may be in need of occupational therapy. The Department for Education, and Department for Health and Social Care are working with NHS England, local authorities, Clinical Commissioning Groups and other partners to support local bodies to work together to jointly commission services to meet individual needs of children and young people.</p><p> </p><p>Sixth form colleges have duties under the Children and Families Act 2014 to co-operate with local authorities in the provision of services and use their best endeavours to support young people where additional needs have been identified.</p><p> </p><p>As autonomous and independent organisations, it is for Higher Education Institutions to determine what therapy services they need to provide to their students. Each institution will be best placed to identify the needs of their particular student body, including taking actions in line with any legal responsibilities under the Equality Act 2010.</p><p> </p><p>In addition, we are in the process of introducing a University Mental Health Charter, backed by the government and led by the sector. This will drive up standards in promoting student and staff mental health and wellbeing.</p><p> </p><p> </p>

answer text <p>Family Drug and Alcohol Courts (FDAC) are an interesting and innovative approach to supporting families. Local FDAC services, and other innovative models similar to FDAC, will continue to be funded by those local areas who choose to establish or commission these services locally.</p><p>In the period 2015 to 2016, the government provided funding to the Tavistock and Portman NHS Foundation Trust to establish the FDAC National Unit. Funding for the National Unit was originally provided on the basis that it would expand the FDAC model to new areas and that it would help the National Unit to be self-sustaining. Unfortunately, this has proved challenging, despite considerable effort and investment by both the government and the NHS trust. We have extended funding for the FDAC National Unit four times since the period 2015 to 2016.</p><p>Most recently, we committed to providing funding to the NHS trust to the end of September 2018 to support its application to the government’s Life Chances Fund (LCF). The trust’s application to the LCF had two aims. The first aim was to develop a social impact bond model of funding for local FDACs. The second aim was to develop a sustainable way to fund the FDAC National Unit. Unfortunately, the trust recently decided to withdraw their application to the LCF. We understand that this means that the trust is considering the future of the FDAC National Unit, including its potential closure. Officials are working with the trust to ensure that the impact of the potential closure of the FDAC National Unit on local sites is minimised and that any resources developed by the FDAC National Unit remains accessible in the future to the trust and others interested in the FDAC model..</p><p>In relation to the effectiveness of FDACs, the Department of Education has, under the Children’s Social Care Innovation Programme, funded a continuation study[1] (published in December 2016) which looked at the outcomes of FDAC cases five years after the original evaluation of the London Family Drug and Alcohol Court study.</p><p>Data, on the number of cases that have been heard by each FDAC court since its inception, is collected and retained by local authorities who are responsible for setting up, managing and supporting local FDACs around the country, as part of their child protection and care proceedings work.
