answer text <p>Evidence tells us that children from disadvantaged backgrounds can be up to 19 months behind their better off peers in their learning by the time they start school. High-quality early learning from the age of 2 can help to narrow that gap, helping those children to achieve better GCSE results and ultimately earn higher wages.</p><p> </p><p>That is why we require local authorities to fund places for 2 year old children at providers judged ‘good’ or ‘outstanding’ by Ofsted. Since its introduction in 2013, nearly three quarters of a million of the country’s most disadvantaged 2 year olds have benefitted from the entitlement to 15 hours of free early education a week. Take-up is rising, and is now 72%.</p><p> </p><p>As of 31 August 2018, the proportion of childcare providers judged good or outstanding remains at its highest ever at 95%.</p> more like this

answer text <p>The ‘Early Years Foundation Stage Profile (EYFSP) results 2017-2018’ include time series data on attainment gaps for pupil characteristics - including eligibility for free school meals (FSM), special educational needs and disabilities and ethnicity - for the period 2013 to 2018. (EYFSP 2018 additional tables by pupil characteristics – Table 1: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/759345/EYFSP2018_additional_tables.xlsx" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/759345/EYFSP2018_additional_tables.xlsx</a>).</p><p>Since 2013, the gap between the percentage of children eligible for FSM achieving a good level of development and their peers has narrowed by 1.7 percentage points.</p><p>EYFSP data for 2008 to 2012 can be found online, however since the EYFSP was revised for academic year 2012-13, any data prior to this is not comparable.</p> more like this

answer text <p>My right hon. Friend, the Secretary of State has set out his ambition to halve by 2028 the proportion of five-year-olds who do not achieve the communication and reading skills they need to thrive. On 14 November 2018, he hosted a summit on the ‘home learning environment’, bringing together nearly 100 businesses, charities and public sector organisations to explore longer term opportunities to support parents with early learning at home. At the summit he announced £6.5 million for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.</p><p>This builds on the ambitious social mobility action plan ‘Unlocking Talent, Fulfilling Potential’, published in December 2017, which set out £100 million of investment. This includes £50 million to develop more high quality school-based nursery provision to increase the number of good early years places for disadvantaged children; and a £50 million investment in professional development through English Hubs, professional development for early years practitioners, and a dedicated what works fund.</p>
