answer text
There is clear evidence that those living in residential care homes for older adults have a high risk of exposure to infection and are at higher clinical risk of severe disease and mortality. Therefore, the Joint Committee on Vaccination and Immunisation has advised that this group should be the highest priority for vaccination as part of phase one.

Many younger adults in long-stay nursing and residential care settings will also be eligible for vaccination if they fall into a clinical risk group - for example, those with learning disabilities. Given the likely high risk of exposure in these settings, where a high proportion of the population would be considered eligible, vaccination of the whole resident population is recommended.
more like this

As set out in the COVID-19 vaccines delivery plan, published on 12 January 2021, it is our ambition to offer the vaccine to all care home residents and staff in the more than 10,000 care homes in England for older people by the end of January. answer text
The Joint Committee on Vaccination and Immunisation (JCVI) consists of independent experts who advise the Government on which vaccine/s the United Kingdom should use, including prioritisation at a population level. The JCVI has advised that the first priorities for any COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems.

Therefore, in line with the recommendations of the JCVI, the vaccine will be initially rolled out to the priority groups including care home residents and staff, people over 80 years old and health and care workers, followed by the rest of the population. As set out in the green book, this includes staff involved in direct care, as well as non-clinical ancillary staff in secondary or primary care/community healthcare settings.
more like this
