answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>The number of students who are eligible for and are claiming free school meals (FSM) is published at national and school level in the underlying data of the ‘Schools, pupils and their characteristics’ publication. The 2019 publication is available at: <a href="https://www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2019" target="_blank">https://www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2019</a>.</p><p>FSM are available to parents who are in receipt of certain qualifying benefits, including those that are means tested by the Department for Work and Pensions. To be eligible to receive FSM, a pupil or their parent must make a claim to the school for FSM. Until the claim is made, the pupil is not eligible for FSM. It is the responsibility of local authorities to comply with their statutory duties, having regard to statutory guidance published by the Department for Education. The relevant statutory guidance can be found at <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/678913/childrens_centre_stat_guidance_april-2013.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/678913/childrens_centre_stat_guidance_april-2013.pdf</a>.</p><p>The government’s focus is on outcomes for children. In July 2018 the government set an ambitious goal to halve, by 2028, the percentage of children leaving reception year without the communication, language and literacy skills they need to thrive. This is a clear direction for all those who have a part to play, including children’s centres. The department is working with local authorities, including through our £8.5 million early years local government programme, to achieve this ambition.</p><p>To help local areas monitor and improve these outcomes, the department published on 6 June 2019 the Early Years Outcomes Dashboard, which can be found here: <a href="https://department-for-education.shinyapps.io/smapey-dashboard/" target="_blank">https://department-for-education.shinyapps.io/smapey-dashboard/</a>. This dashboard makes the most important early years social mobility metrics easily available and will allow local authorities to benchmark their outcomes against their statistical neighbours. answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>​There were 2,133 Education, Health and Care (EHC) plans in Barnsley local authority in January 2019, a 15% increase on January 2018. Nationally an 11% increase was seen over the same period.</p><p>The number of EHC plans in Barnsley local authority is published in the Statements of SEN (special educational need) and EHC plans publication, available at: <a href="https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019" target="_blank">https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019</a>. The latest publication contains the current position at January 2019, and the number of new plans created in the 2018 calendar year. Data on the total number of EHC plans is not available by parliamentary constituency.</p><p>Like most local authorities, Barnsley has seen a significant increase in both the caseload of EHC plans and the number of requests for statutory assessment following the introduction of the special educational needs and disabilities (SEND) reforms.
