The 2019-20 settlement confirmed that Core Spending Power is forecast to increase from £45.1 billion in 2018-19 to £46.4 billion in 2019-20. This is a cash-increase of 2.8 per cent and a real-terms increase in resources available to local authorities. This recognises both the growing pressure on local government’s services and higher-than-expected inflation levels. Local authorities spent approximately £604 million in 2015-16, £641 million in 2016-17 and £806 million in 2017-18 more on children’s services than they had budgeted for in each of those years. Local government core funding is unringfenced, and councils are responsible for setting their own service budgets according to local priorities. I also regularly meet my counterpart in the Department for Education to discuss a range of issues, including the delivery of children’s services.</p><p>Long-term funding for local government services, including children’s services, will be considered at this year’s Spending Review. Local authorities are independent employers and, as such, Government has a limited role in local government workforce matters. Data from the Government Actuaries Department, which looked at 36,232 redundancies covering 2013-2016 (the most recent data available) suggested that 7.7 per cent would have had exit payments in excess of £95,000, including any pensions strain cost that may have been payable to their pension fund. HM Treasury is leading on reforms to public sector pay and will be consulting on how the cap will work in practice shortly. answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>Local authorities are responsible for funding the maintenance of their district heating systems and for all maintenance of their housing stock mostly using the rental income and service charges they receive which since 2012 under Self-Financing they have been able to retain in full.</p><p>In England, the Regulator of Social Housing requires registered providers to maintain their homes to the Decent Homes Standard, which says homes must have efficient heating. answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The Government is undertaking a review of the relative needs and resources of local authorities in England, with a view to setting fresh baseline funding levels in 2020-21. We are working closely with local government representatives and others to consider the drivers of local authorities’ costs, the resources available locally to fund services, and how we should account for these in a way that draws a more transparent and understandable link between local circumstances and resource allocations.</p><p>The Government recognises the importance of getting its approach to Adult Social Care funding right and has identified this as a service area which will require a specific funding formula. The Government believes that the best available option is to deploy the most up-to-date formula available, which offers appropriate levels of analytical robustness. Our leading option, as set out in our December 2018 consultation, is to base a formula on work commissioned by the Department of Health and Social Care and undertaken by LG Futures (a specialist consultancy firm), together with the Personal Social Services Research Unit at the University of Kent and the London School of Economics and Political Science.
