We have yet to set the time-frame for the consultation, but we want to ensure that everyone has the opportunity to respond. Local authorities estimate that in 2019-20 they will keep around £2.5 billion in business rates growth. The Government is committed to increasing business rates retention and is aiming to move to 75 per cent retention of business rates from 2020/21. The 2019-20 settlement confirmed that Core Spending Power is forecast to increase from £45.1 billion in 2018-19 to £46.4 billion in 2019-20. This is a cash-increase of 2.8 per cent and a real-terms increase in resources available to local authorities. This recognises both the growing pressure on local government’s services and higher-than-expected inflation levels. Local authorities spent approximately £604 million in 2015-16, £641 million in 2016-17 and £806 million in 2017-18 more on children’s services than they had budgeted for in each of those years. Local government core funding is unringfenced, and councils are responsible for setting their own service budgets according to local priorities. Local authorities are independent employers and, as such, Government has a limited role in local government workforce matters. Data from the Government Actuaries Department, which looked at 36,232 redundancies covering 2013-2016 (the most recent data available) suggested that 7.7 per cent would have had exit payments in excess of £95,000, including any pensions strain cost that may have been payable to their pension fund. HM Treasury is leading on reforms to public sector pay and will be consulting on how the cap will work in practice shortly. answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>Local authorities are responsible for funding the maintenance of their district heating systems and for all maintenance of their housing stock mostly using the rental income and service charges they receive which since 2012 under Self-Financing they have been able to retain in full.</p><p>In England, the Regulator of Social Housing requires registered providers to maintain their homes to the Decent Homes Standard, which says homes must have efficient heating.
